Summary

Reporting to the Chief Financial Officer, the Executive Director (ED) of Budget and Planning serves as the principal spokesperson for the College's budget and planning function and is responsible, in collaboration with the Chief Operating Officer and Chief Financial Officer, for creating, developing, and managing the operating and capital budgets for the institution as a whole. Position requires the ability to determine and operationalize strategies that allow the institution to reach its long-term strategic goals and which support the missions of the institution. Facilitates creation of long-term business plans (5+ years) in coordination with the Office of the President that align to the institution's strategic plan as approved by the Board. Responsible for monitoring budget to actual performance at the institutional and departmental levels and for creating executive level and Board management reporting that identifies drivers of performance issues. Coordinates with the Treasurer to convert operating and capital budgets to institutional cash budgets and forecasts. The ED will be responsible for creating collaborative working relationships with senior and executive leadership to develop, recommend, and implement reporting on strategic and financial metrics. As the functional leader, this position is required to develop and implement retention strategies and to develop succession planning to ensure uninterrupted, continuous service to the institution. The ED will also play a key role in the transformation and modernization of the budget and planning function during the SAP reimplementation.

Job Duties
  • Lead the annual planning process for the institutional operating and capital budgets.
  • Monitor budget to actual variance, creating regular reporting and presentations for both executive level leadership and the College's Board of Trustees.
  • Identify drivers of performance issues and quantify potential management levers to address performance issues.
  • Identify cash impacts and issues in collaboration with the Treasurer.
  • Conduct and present regular budget sensitivity analyses throughout the fiscal year.
  • Conduct regular operating, capital, and cash forecasts that accurately reflect up-to-date business conditions to permit management to anticipate business needs and results.
  • Collaborate with senior leaders across the organization to establish and report on strategic financial metrics.
  • Design workflows to support budget and planning functions supported by SAP in a future state environment.
  • Participate as an integral member of the SAP reimplementation team to operationalize future state processes.
  • Manage and supervise the centralized team that is responsible for the institutional budget and planning function.


Minimum Qualifications
  • Education Required: Master’s degree in accounting, business or related field.
  • Experience Required: Ten years of relevant experience.
  • Certification/Licenses/Registration: None required .


Preferred Qualifications
  • Preferred: CPA licensure.
  • Preferred: 15 years ‘experience in financial planning, accounting and forecasting with demonstrated progressive leadership.

  • Mastery level knowledge of long-term operational planning and developing advanced business and financial models
  • Experience in applying meaningful strategies and tools to develop appropriate operating and capital budgets for the institution
