General Summary/Purpose

The Bloomberg Initiative to Reduce Tobacco Use works to reduce the global demand for tobacco through a comprehensive, evidence-based approach that combines promoting policy change with increasing public awareness in low- and middle-income countries around the world. The Bloomberg Initiative prioritizes ten high-burden countries, including China, Indonesia, Philippines and Pakistan. In order to address the tobacco epidemic, the Bloomberg Initiative works to implement evidence-based policies using high-quality tools and best practices to track progress and monitor policy changes through a global network of partners including the Johns Hopkins Bloomberg School of Public Health (JHSPH), the Campaign for Tobacco-Free Kids, the CDC Foundation, the International Union Against Tuberculosis and Lung Disease, the World Health Organization, Vital Strategies, and the University of Illinois – Chicago.

The Institute for Global Tobacco Control (IGTC) at JHSPH is a key partner of the Bloomberg Initiative, specifically by contributing to the generation of evidence and capacity building to support policy making and advocacy. The incumbent will strategically support the IGTC Director and will liaise with in-country Bloomberg Initiative partners in the focal countries, identifying opportunities to generate policy-based evidence and supporting programs to train tobacco control leaders in the region. The candidate must have a thorough knowledge of the political climate and cultural importance of the focal country(ies), including an understand of the factors that influence development and implementation of tobacco control policies by governments, international organizations, and non-governmental organizations.

Specific Duties & Responsibilities

The incumbent is responsible for strategic leadership, analysis, creativity, operational management, and facilitating collaboration and outreach in the focal country(ies). Specific responsibilities include, but are not limited to:

  • Serve as the Johns Hopkins Bloomberg School of Public Health liaison for Bloomberg Initiative to Reduce Tobacco Use partner organizations and grantees to ensure they have timely and clear support for their tobacco control policy agenda by connecting the partners with information, networks, resources, technical assistance, trainings, etc.
  • Participate and contribute to an annually-updated comprehensive strategy to engage JHSPH and collaborating organizations regarding initiatives, objectives, and outcomes to reduce tobacco use in the region.
  • Collaborate with faculty members and other staff members within JHSPH to design, launch, implement, and manage studies to generate evidence that support policy and advocacy work.
  • Represent JHSPH nationally and internationally, including actively participating in national and international meetings, panels, and other activities related to tobacco control policy.
  • Develop and manage relationships across collaborating organizations and other Bloomberg Philanthropies’ grantees to advance assessment and evaluation efforts of tobacco control policies.
  • Plan trainings to build tobacco control policy capacity in the focal country(ies).

Minimum Qualifications

  • Bachelor's degree in related discipline.
    Three (3) years related experience.

Additional education may substitute for required experience, to the extent permitted by theJHU Equivalency Formula:30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

Preferred Qualifications

Bachelor’s or Master’s degree in Public Health, Public Policy, Political Science, or other closely related field required.

  • A minimum of three years of related experience.
  • Fluent in Chinese, Bahasa Indonesia, Tagalog, Urdu or another focal country official language required.

Special Knowledge, Skills, and Abilities

Master’s degree in related field, with an emphasis in policy studies

  • Ability to work independently and in a team environment
  • Experience in strategic planning
  • Working experience in Latin American, ideally in Brazil and Mexico
  • Strong quantitative analytic skills
  • Strong qualitative analytic skills.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
