Context of Job:

Under the general direction of the College HR Director, the Sr. HR Generalist supports the College of Earth, Ocean and Environment and additional units as assigned and is responsible for managing a variety of complex human resources responsibilities. Provides support to the College HR Director in the areas of Employee Relations, Performance Management, Compensation, and Process Development and Improvement. The position is responsible for managing the HR Liaison duties to include, but not limited to, recruitment for exempt and non-exempt staff positions, leave administration, training and development, and payroll and records management. This position requires a high level of independent judgment in making employment recommendations, providing employee relations support to the HR Director, and interpreting and administering leave programs in accordance with applicable Federal, State, and University policies and guidelines.



Major Responsibilities:

Employee/Labor Relations

Works closely with HR Director, Department Chairs, and supervisors to provide support and management of employee/labor relations issues to include, but not limited to, intake of manager/employee conflicts, performance improvement plans, and discipline up to a written warning.

  • Conduct stay and exit interviews and provide quality improvement feedback and recommendations to the HR Director where appropriate.
  • Employee relations intake, maintains files, documentation, and follows up with supervisors and employees accordingly during and after the issue has been identified.
  • Supports the supervisor with the execution of verbal and initial written warning with the approval from HR Director and Employee Relations.
  • Advises the HR Director of employee relations matters and keep informed of the progress.
  • Oversee the performance appraisal process by reviewing finalized reports for compliance with internal employment guidelines and objectivity and notifying HR Director of employees who receive poor performance reviews. Work with supervisors on corrective actions and appropriate training.
  • Interprets University policy and procedures for staff & administrators.


Workforce Planning

Assist with the reclassification process. Review submissions and make necessary changes, ensure all documents are received to support the request. Submit to the HR Director for review.
  • Assist the HR Director with workforce planning and routine position reviews by conducting reviews and making recommendations for classifications and organizational structures for the current workforce that meet the current and future needs.
  • Manage the MOUs for supplemental pay including but not limited to reviewing the justification for the supplement, drafting and submitting the request to Compensation.
  • Serve as the contact for all Position Evaluation/FLSA request. Review for accuracy and submit all forms to Compensation.
  • Maintains and updates organizational charts regularly.
  • Partner with the HR Director and Sr. Business Officer on the merit review process.
  • Partners with the HR Director and the Compensation team on salary recommendations and pay equity.



Organizational Development & Training:

Develop and lead an annual HR data audit schedule to ensure all HR data and employee records information is accurate.
  • Partner with HR Director in creating and documenting HR-related processes and procedures and participates in the review and development and/or modification of operating procedures and systems.
  • Assist the HR Director with coordinating HR processes, procedures, and communications.
  • Delivers training, troubleshooting, and navigating support for multiple UD systems. (Talent Link, Webforms/views, UD PIN/Password reset, MY UD Settings, UD e-mail, UD ID cards).
  • Oversees the Student Employment Mass Update (SEMU) process by working with the departmental Business Administrators to ensure graduate information is accurate and changes are submitted in a timely manner.




General Responsibilities:

Recruitment
  • Leads full-time and part-time staff searches. Serves as the central point of contact for staff recruitment needs. Leads search approvals, drafting, and submitting job descriptions, external advertisements, salary determinations, use of the Predictive Index (PI), and management of the University's applicant tracking system. Represents the units by playing an active role in the talent acquisition process along with the University's Talent Solutions team.
  • Responsible for new employee onboarding of hires for assigned areas.

Leave Administration
  • Ensures efficient and consistent compliance with University, Federal, State policies and guidelines in administering various types of leave such as FMLA, Parental leave, and Worker's Compensation.
  • Determine eligibility for FMLA. Coordinate leave with the leave management team following the centralized leave processes.
  • Partners with the University's Director of Disability Support Services for any Americans with Disability Act (ADA) workplace accommodation requests.
  • Ensures all required Paid Parental Leave forms are completed and submit completed forms to the HR Director for final review.



Payroll & Records Management
  • Point of contact for payroll/personnel records questions. Investigates issues and provides resolution to responsible party. Triages issues, involve HR Director when appropriate.
  • Ensure all HR related transactions are completed.
  • Serve as the HR liaison for assigned units.
  • Subject matter expert for UD Workforce and ACA regulations.
  • Leads the visa application process. In collaboration with the University International Office, oversees complex and confidential visa application process. Serves as advisor to PI/Sponsors and Foreign Nationals throughout the duration of the application and subsequently when they depart. Stays current on federal guidelines and Visa guidelines for other countries.
  • Performs job-related duties as assigned.


Qualifications:
  • Bachelor's degree in business or human resources with four years of related experience, or equivalent combination of education and/or experience.
  • Professional HR Certification (PHR, SHRM-CP) preferred.
  • Ability to work independently, strong organizational skills and attention to detail.
  • Knowledge of federal and state employment laws & the ability to interpret, explain and apply employment policies, practices, and procedures.
  • Knowledge of employee relation best practices.
  • Ability to communicate (verbally and in written format) effectively and to interact well with people of all ages and diverse backgrounds.
  • Skills in collecting, compiling, evaluating, and analyzing data from a variety of sources.
  • Ability to present reporting data and possible solutions.
  • Skill in advanced tools in word processing, spreadsheet, & database applications for the development of reports, presentations & information dissemination.
  • Ability to handle multiple tasks simultaneously.
  • Ability to safeguard confidential information.
  • Effective customer service skills.


Special Requirements:
  • This position may require occasional travel to the Lewes campus for the College of Earth, Ocean and Environment.
