Position Summary:

Reporting to the Compliance Officer, the Title IX Officer manages the College's response to all reports of gender inequity, harassment, discrimination, abuse, and violence, which includes reports of sexual harassment, sexual assault, dating violence, domestic violence, and stalking. Informed by current federal and state laws and guidance, the Coordinator aims to ensure that the College responds promptly and effectively, stopping problematic behavior, preventing its recurrence, and remedy its effects.

The Title IX Officer is responsible for the College's compliance with all applicable federal and state laws including, Title IX, The Clery Act, Violence Against Women Act (VAWA), and NYS Article 129-B. The Coordinator serves as an institutional liaison internally and externally with Title IX Coordinators, Prevention Educators, Investigators, Public Safety, Law Enforcement, and Community Agency Professionals. The Coordinator will be charged with reinforcing the College’s dedication to the creation of a safe climate for all community members free from harassment and sexual violence. The Coordinator will lead the College’s ongoing education and primary prevention efforts to eliminate prohibited conduct, prevent its recurrence, and remedy its effects. The Coordinator will also collaborate with Public Safety to coordinate and implement the College's comprehensive Clery Act compliance submissions. In addition, the Coordinator will also Chair the Manhattan College Title IX Working Group. 

 

Primary Duties and Responsibilities: 

  • Responsible for the preparation of reports as requested by relevant federal and state agencies, and for relevant internal stakeholders;
  • Develop and maintain relevant communication strategies (web, print, media); 
  • Serve as a central resource for all Manhattan College constituencies on the wide range of issues addressed by Title IX, VAWA, the Clery Act, NYS Education Law Article 129-B (NYS 129-B), and the relevant Manhattan College policies governing non-discrimination and harassment;
  • Overseeing all complaints, investigations and resolutions; developing and implementing the college's Title IX plan, participating in campus threat assessment; and conducting trainings for faculty, staff and students; 
  • Conducting annual reports and identifying and addressing any patterns or systemic problems of sexual misconduct within the College community; this would include climate surveys;
  • Coordinating and investigating in collaboration with the AVP for Human Resources staff and faculty complaints that pertain to sexual misconduct claims;
  • Monitoring compliance procedures, requirements and times frames outlined in the Non-Discrimination and Sexual Misconduct Policy and Student Code of Conduct;
  • Collaborating with the Dean of Students on procedures for hearings and/or appeals.

Education and Experience:

  • An earned bachelor’s degree is required. Advanced degree in human resources, student development, higher education administration or other relevant discipline from an accredited institution is desirable. Demonstrated experience in student conduct, student affairs, human resources, compliance or similar field required;
  • Minimum two years’ experience related to VAWA, Clery Act, Title IX, Legal Compliance, and/or other federal or state laws;
  • Demonstrated expertise in Title IX complaint resolution, investigations, grievances and/or policy administration;
  • Must have the ability to interpret, analyze, advise on Title IX and related policies, regulations and practices; investigate complaints; develop and implement policies and procedures for the college;
  • Must also be capable of designing and executing training and education for multiple constituencies.

Additional Experience:

  • Knowledge of higher education structure and setting, with a demonstrated clear understanding of the importance of a diverse, equitable, and inclusive environment;
  • An established and verifiable commitment to and record of exemplary personal and professional integrity.  Proven ability to work with sensitive and confidential information;
  • Ability to work collegially and effectively with a wide range of constituencies and diverse community, including: faculty, staff, administrators, students and community partners. Ability to diagnose, clarify, and mediate differences of opinion;
  • Excellent oral and written communication skills. Advanced analytical and project management skills with attention to detail. Strong critical thinking, decision making, interpersonal, and organizational skills. Must be self-motivated and able to multitask.
