Job Summary:

Under the supervision of the unit supervisor of the TB and Refugee Health Unit, this position is responsible for disease intervention activities for the Southeastern Region of Wisconsin specifically for tuberculosis (TB). This position after attending an intensive training course specifically for TB contact investigations offered by one of the CDC TB Centers of Excellence, conducts epidemiological interviews and subsequent investigation of reported cases of TB (including certain co-infections), but in an outbreak situation can also investigate COVID-19 and other disease and infections which may need disease intervention in the southeastern region. This position has lead responsibilities that include consultation and technical assistance in regard to TB to statewide inter-departmental committees and correctional settings. The effect of this position is to prevent and control TB and other diseases and infections in Wisconsin, especially in certain high morbidity areas and populations.

PRINCIPAL DUTIES

* Provide detection, intervention and referral activities related to persons residing in the DPH Southeastern Region of Wisconsin, with high priority tuberculosis (including certain co-infections) and their contacts at risk for TB and other diseases and infection transmission.
* In collaboration with the WI TB Program, develop and implement a TB contact investigation protocol which applies complex, intensive contact interviewing and investigating procedures to individuals reported to DPH including co-infections.
* Use TB genotype or other epidemiologic data provided by WI TB Program to identify clusters or groups with ongoing transmission or high risk for TB infection. Implement additional screening and testing procedures and educational opportunities for these high-risk groups.
* Provide assistance to these infected persons with contact notification and referral for necessary medical and psychosocial evaluation.
* Locate and refer for counseling, testing and as appropriate medical examination all identifiable and locatable contacts
* Initiate, receive, maintain, and appropriately maintain investigative report forms. Document TB contact information, followup and final disposition in the Wisconsin Electronic Disease Surveillance System (WEDSS).
* Follow established procedures to assure confidentiality of this information, as required by statute.
* Assist Milwaukee Health Dept. personnel with tuberculosis and other disease intervention activities to ensure the timely and accurate reporting and case management of diseases and infections per CDC guidelines.
* Identify non-typical reporting patterns in order to query Milwaukee Health Dept. personnel by assuring the appropriate entry and documentation of TB, latent TB infection (LTBI), TB Class B, and TB contact investigation activities in WEDSS.
* Evaluate surveillance and disease intervention activities by other local and state health department officials.
* Provide technical assistance to other state, local and tribal health dept. personnel in the reporting and disease intervention of TB by providers and laboratories.
* Provide detection, intervention and referral activities related to persons residing in the DPH Northeastern, Northern, Southern, and Western Regions of Wisconsin, with high priority tuberculosis (including certain co-infections) and their contacts at risk for TB and other diseases and infection transmission on an outbreak situation.
* Assist the STI Unit Supervisor and other staff in high morbidity areas with overall grant requirements, program management, reporting and record keeping especially in regard to TB disease intervention activities.
* Perform other duties as assigned or directed.

Qualifications:

REQUIRED QUALIFICATIONS
- At least one year experience in disease intervention or related activities.
- Experience working with communicable diseases such as COVID-19, sexually transmitted infections, HIV, tuberculosis and/or viral hepatitis.
- Experience assisting people in Milwaukee and/or other areas of Wisconsin who are from a marginalized community and may face stigmatization.

PREFERRED QUALIFICATIONS:
- Experience working in disease intervention of a communicable disease such as tuberculosis.
- Experience in eliciting medical information from medical professionals including laboratories and other health care providers.
- Experience in educating and eliciting information from people with diverse lifestyles including those from other countries.
- Familiarity of working in an incident command structure during a disease outbreak situation.

Additional Information:

Currently this position will be located at the Keenan Health Center in Milwaukee, WI. This position would have to travel in southeastern Wisconsin and will need a valid driver's license and eligibility to use a a state fleet vehicle.

This position has been identified as a position of trust with access to vulnerable populations. The selected candidate will be required to pass an initial caregiver check to be eligible for employment under the Wisconsin Caregiver Law and every four years.

Hire will be subject to criminal background check requirements.

A period of evaluation will be required.

Hire will have to perform annual trainings for state employment including IT awareness training.
