General Summary/Purpose

JHPS is an organization that covers an extensive variety of institution wide activities. JHPS is responsible for the oversight of security operations and investigations on the campuses of Johns Hopkins University and Johns Hopkins Medicine. This role serves as the leader of the Johns Hopkins University Public Safety organization. The Assistant Vice President works with both internal and external stakeholders of JHU, representing the Vice President of Public Safety as requested. The position requires strong leadership organizational, operational, collaborative, and management skills, including strategic planning, project management and group engagement. A leader in this role will have strong alignment with Johns Hopkins values, strategic vision and compliance.

Specific Duties and Responsibilities

  • Provides visionary leadership and direct oversight of all campus safety and security functions across numerous academic campuses, including Homewood, Harbor East, Peabody Institute, Columbia Center, Montgomery County, East Baltimore and Washington Centers.
  • Implements a proactive and dynamic community policing agenda that incorporates best practices balancing service with enforcement within an urban academic institution across reporting units.
  • The Assistant Vice President has operational responsibility for all JHU campuses; supervises five direct reports including an Executive Director, a Manager, a Lieutenant, the Major responsible for Field Operations and the Department Coordinator; and manages a total organization consisting of more than 100 campus police and security officers, and approximately 50 off-duty municipal police.
  • Implements effective recruitment and retention strategies to attract, develop, and retain a diverse staff.
  • Analyzes trends and community needs to strategically deploy personnel and technology for optimal impact
  • Institutes a consistent culture of service, guided by policies and protocols, across all units.
  • Works to ensure safety of persons and property on and near the campuses with programs to preserve the peace.
  • Develops initiatives to prevent crime, investigates criminal activity, enforces parking and traffic regulations, and promotes safety awareness.
  • The Assistant Vice President will be a highly visible, engaged member of the campus community and will regularly interface and partner with the President, Senior Vice President, Provost, Deans, and other University leaders including colleagues working in Risk Management, Institutional Equity/Title IX, General Counsel, Human Resources, and Student Life.
  • Develops a strategic plan for all units under their command in support of institutional strategic goals; building strong working relationships with community partners, neighborhood associations, and municipal, state, and federal law enforcement agencies; and ensuring all operations, emergency preparedness, crisis management response, communication systems, and protocols are continuously updated to reflect state of the art standards.
  • Serves as a member of the leadership team for the Vice President of Public Safety

Additional duties as articulated by Johns Hopkins stakeholders include:

  • Enforces University policies and regulations; ensures compliance with federal, state, and local legislation and ordinances.
  • Manages all aspects of security including operational, budgetary, transportation, security alarms, and crisis management.
  • Establishes and implements the overall security strategy for Johns Hopkins University campuses.
  • Reviews, evaluates, and updates security policies and procedures for adequacy and implements new policies and procedures on a strategic basis while assessing the financial and operational impact of these policies and procedures.
  • In coordination with the Chief Risk Officer and key school representatives, maintains the Johns Hopkins Incident Command System (ICS) ensuring preparedness, training, documentation, membership, and communication/coordination within the University’s ICS. Works cooperatively with the Senior Advisory to support the Emergency Operations Center.
  • Establishes and manages the security monitoring and alarm systems for the multi-building environment. Ensures the security camera network, access control, and other security/safety alarm systems are maintained and updated as necessary.
  • Hires, trains and manages the staff.
  • Establishes and models the expected standards of conduct, including excellent customer service in the delivery of security services.
  • Coordinates with the Clery Compliance Administrator in the collection of statistics for the annual security reports in accordance with the Clery Act.
  • Provides leadership within the University to increase security awareness and to prevent/resolve security-related issues.
  • Directs and monitors the University’s loss prevention efforts on the various campuses.
  • Handles emergency situations to ensure safe, effective and timely resolutions are achieved.
  • Maintains liaison with local, state and federal law enforcement agencies.
  • Establishes and maintains an effective relationship with business and community leaders.
  • Recommends cost-effective security solutions.
  • Communicates with the deans, associate deans, and their representatives regarding student safety and conduct across all campuses.
  • Monitors crime prevention services for the protection of life and property, including uniformed patrol of the campus buildings and parking lots.

Minimum Qualifications (Mandatory):

  • The successful candidate will possess a bachelor’s degree (or higher) and ten years of progressively responsible and supervisory law enforcement or relevant security experience, preferably within a college/university security department or law enforcement agency.
  • Additional related experience may substitute for required education and additional education may substitute for required experience, to the extent permitted by the equivalency formula.
  • Demonstrated ability to establish and maintain appropriate working relationships with other law enforcement entities is essential.

JHU Equivalency Formula:
30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis.
For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.

Physical Demands:

  • Successfully complete a physical/health screening examination by the Office of Occupational Health and Safety, which includes a drug screening.
  • Physical demands are in excess of those for sedentary work. Must be physically able to operate a variety of machines and equipment including automobiles, vans, office equipment, radio, telephone, etc.; make arrests on university property when necessary; able to go up and/or down flights of steps.

Supervisory responsibility:

Five Direct Reports: an Executive Director, a Manager of Public Safety, a Lieutenant, a Major responsible for Field Operations, and the Departmental Coordinator; and manages the breadth of the JHU PS enterprise with more than 100 campus police and security officers, 50 off-duty BPD officers.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
