Senior Advisor for Johns Hopkins Public Safety

General Summary/Purpose:

JHPS is an organization that covers an extensive variety of institution-wide activities. JHPS is responsible for the oversight of security operations and investigations on the campuses of Johns Hopkins University and Johns Hopkins Medicine. Reporting directly to the Vice President for Public Safety, the Senior Advisor provides leadership, policy guidance, and high-level functional support of field operations for the JHPS command structure across JHU and JHHS. This position ensures that a strong customer- and community-oriented culture is supported and strengthened across the JHU and JHHS footprint through the policies and practices developed within Public Safety and the associated training and infrastructure put in place. It will also ensure this culture forms the basis of departmental strategy building toward accreditation, advising on policies and protocols needed for that department to model national best practices in university public safety.

This position collaborates with members of the Public Safety team, University and Health System leadership, managers, staff, students, and faculty across Johns Hopkins to conduct internal investigations and work to prevent or respond to losses or other incidents. The Senior Advisor keeps the Vice President for Public Safety apprised of any concerns and issues regarding JHU and JHHS Public Safety and provides on-site Public Safety leadership in the absence of the Vice President. This role serves in an on-call capacity during non-business hours, to ensure a stable public safety presence across the institution.

Through delegated authority of the Vice President for Public Safety, the Senior Advisor also conducts open inspections of all aspects of security operations, preparation, and planning related to rapid redeployments, special event planning, and enhancement of current security infrastructure.

Specific Duties & Responsibilities:

  • Works through JHPS command structure to support the development of customer-and community-oriented professional culture among the employees, and contractors of the institution, one which seeks to model national best practices in university public safety.

  • Public Safety Special Services which include Investigations, the Special Resources Unit, and the K-9 Unit
  • Crime Statistic and Clery Reporting
  • JHPS Enterprise-wide training
  • In coordination with members of the Public Safety command structure and faculty or staff with relevant expertise at JHU and JHHS, develops, drafts, and implements policies and practices to advance public safety and deepen relationships between JHPS personnel and those served.
  • Actively tracks and informs relevant stakeholders of public safety conditions and trends at JHU and JHHS that may be of concern and/or may benefit from different interventions.
  • Works with JHU & JHHS leadership teams and JHPS team members to strategically and proactively identify significant security risks and prioritize them based on the probability of occurrence. Based on related threat assessments, designs and recommends strategies to mitigate potential risks by implementing cost-based efficient security measures and post investigative risk analysis.
  • Collaborates with members of the JHPS team to provide direction and oversight toward the management of campus field operations in the implementation of an effective public safety strategy to control crime issues that can affect the University and JHHS community. Through the supervision of the Director for Special Services, effectively deploys the resources of the Investigations, K-9, and Special Response units.
  • Works through JHU and JHHS Public Safety command structure to aid with security planning and resource deployment for university events, including high-profile government officials, Dean-sponsored events, Commencement/Graduation activities, and all other special event programming.
  • Works with members of the JHPS teams to ensure that staffing and supply needs for special events are appropriate. Ensure that proper training and education is delivered to maximize security preparedness for all special events and threat situations.
  • Investigates threats to leadership, staff, faculty, and assets, then partners with proper decision makers to develop strategies to mitigate risk.
  • Collaborates with members of the JHPS, leadership, and institutional management teams to help with formulating policies, assessing security program needs, and supporting the overall mission of the institutions. Through the supervision of the Director of Training, assures policies and procedures are effectively conveyed at all levels of the training program.
  • Coordinates with members of the JHPS and Administrative management teams to ensure that operational procedures for all security activities are appropriate and clearly understood by all related parties.
  • Works through designated internal command structure to ensure that any infractions of rules/regulations by assigned personnel are investigated and that appropriate action is taken.
  • Ensures that all matters of safety and security remain in compliance with the Clery Act and Title IX. Supervises the Clery Compliance Coordinator who in turn supervises the Assistant Clery Compliance Coordinator. In addition, supervises the Crime Data Analyst with responsibility for enterprise-wide crime reporting.
  • Works with the VP of Public Safety to establish appropriate connections with local law enforcement agencies and external security committees/partnerships within the region.
  • Responsible for development and oversight of the Enterprise Emergency Operations Center(s).
  • Performs all related duties as requested.
  • Minimum Qualifications (mandatory):

    • Bachelor’s degree.
    • A minimum of 7 years of experience in law enforcement, corporate security management, public safety, or a closely related field.
    • Additional related experience may substitute for required education and additional education may substitute for required experience, to the extent permitted by the equivalency formula.
    • Demonstrated experience building consensus, working with teams, emotional intelligence, adaptability, and working independently within a fast-paced, changing environment, with multiple stakeholders.
    • Demonstrated investigative experience and sound judgment.
    • Must be able to work a variety of shifts as required.


    JHU Equivalency Formula:
    30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis.
    For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.

    Preferred Qualifications:

    • Knowledge of national best practices in public safety, including trauma-informed and other public health-informed approaches, is strongly preferred.
    • Knowledge of security-related regulations is strongly preferred.
    • Knowledge of university public safety operations is strongly preferred.
    • Ability to develop, implement, and administer policy directives relevant to the security program.

    • Must be computer literate and proven knowledgeable in Microsoft Office applications/programs.

    Specific physical requirements for the job:

    • Must be physically mobile and have the ability to walk and participate in foot patrols.
    • Successfully complete a physical/health screening examination by the Office of Occupational Health and Safety, which includes a drug screening.

    Supervisory responsibility:

    • (5) Direct reports: Director of Special Services, Coordinator for Clery Reporting, Crime Data Analyst, Director of Training, and an Executive Specialist
    • (4) Indirect reports: Leads for Investigations, Special Resources Unit, and the K-9 Unit, and the Assistant Coordinator for Clery Reporting

    During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

    The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
