Coastal Carolina University is accepting applications for the Director of Protected Rights/Title IX Coordinator (Program Manager II). 

 

Reporting to the Senior Vice President/University Counsel, the Director of Protected Rights/Title IX Coordinator will provide leadership in the development, implementation and administration of policies and procedures to promote a respectful and diverse campus community, as well as leading University-wide Title IX and Title VII education and training efforts.


Duties include but are not limited to:

 

  • Serving as the University’s Title IX Coordinator, Title VII, and EEO/AA Officer.
  • Enhancing and creating University programs and strategic initiatives relating to Title IX, Title VII, and EEO/AA and other related areas.
  • Creating, implementing, and conducting University-wide training and educational programs relating to Title IX and Title VII.
  • Creating, implementing and conducting audience-specific training and education programs relating to Title IX and Title VII.
  • Supervising the Protected Rights Investigator(s).
  • Ensuring the University properly investigates and responds to complaints concerning Title IX, Title VII, and EEO/AA.
  • Conducting investigations in the absence of the Protected Rights Investigator(s) or as deemed necessary.
  • Managing and implementing the University’s Title IX investigation and hearing processes.
  • Maintaining knowledge of current regulations and trends in higher education related to Title IX and Title VII, including best practices among universities.
  • Maintaining in-depth knowledge of latest legal and regulatory developments relating to Title IX, Title VII, and EEO/AA.
  • Updating University policies and procedures relating to Title IX, Title VII, and EEO/AA.
  • Updating and maintaining the University’s Affirmative Action Plan and ensuring that it reflects the best practices in recruiting and advancement of qualified minorities, women, persons with disabilities, and covered veterans.
  • Preparing all necessary reports to federal and state agencies.
  • Providing exceptional customer service to all constituents, including but not limited to, faculty, staff, students, visitors and the community at large.
  • Performing other related duties as assigned or requested.

 

Qualifications: A master’s degree in a related field, or a Juris Doctor, or other advanced degree in law.  Prior experience overseeing and/or conducting investigations, facilitating grievance procedures or overseeing Title IX/Title VII compliance.

 

Preferred Qualifications: Juris Doctor degree; experience working in areas of crisis intervention; experience conducting investigations into alleged violations of Title IX and Title VII; training certification(s)/completed training(s) from nationally recognized organization focusing on Title IX, sexual assault, discrimination and/or harassment in higher education. A demonstrated commitment to diversity and inclusiveness with measurable outcomes is strongly preferred.

 

The successful candidate must also possess: 

 

  • Demonstrated working knowledge of current, relevant state and federal laws and regulations, institution-specific policies, practices and procedures, and identified best practices and trends in the field of education related to discrimination, harassment and retaliation practices that violate Title IX, Title VII, the Clery Act, the Violence Against Women Act (VAWA), the Americans With Disabilities Act (ADA), the Age Discrimination in Employment Act (ADEA) (all as amended, where applicable), and other federal and state anti-discrimination laws, regulations, and requirements.
  • Ability to design and deliver general and mandatory learning programs to all constituencies of the campus and demonstrate accountability with respect to attendance and assess the effectiveness of these programs.
  • Ability to facilitate small groups, build relationships and balance the multiple, varying and even conflicting interests of diverse stakeholders.
  • Excellent oral, written, interpersonal communication skills, emotional intelligence and proficiency using Microsoft Office Suite.
  • Skilled investigator using effective techniques and ability to analyze information and data to reach sound decisions and conclusions.
  • Experience writing investigative reports, including complaint summaries, credibility assessments, and thorough analyses.
  • Ability to recommend and/or effect changes to policies, to revise practices and to implement equitable procedures across many departments, including human resources, campus security, academic affairs, faculty senate, and student affairs/student conduct.

Program Manager II (AH50/61123205/FTE-S00633P), full-time position with benefits. SC State Pay Band: 08.  Normal work hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. Must be flexible to meet the special scheduling needs of the university.  Some overnight travel maybe required. Salary will be commensurate with qualifications and experience.
