Position Summary

University Facilities Design and Construction Department seeks an experienced professional to serve as the primary New York State Certified Code Enforcement Officialfor the University. As a representative of an Authority Having Jurisdiction, this role at the University at Buffalo ensures that the minimum features of a program for administration and enforcement of the Uniform Code are maintained and leveraged in our work on campus.

In accordance with 19 CRR -NY 1204.6, Code Compliance Managers are authorized to issue construction permits and code compliance certificates for work undertaken by a State agency which is subject to provisions of the Uniform Code. Such managers shall also be responsible for providing for the review of requests for construction permits, for inspections during the process of construction, and for inspections in response to complaints regarding work which is subject to the Uniform Code. When appropriate they may issue notices of violations, stop workorders, and temporary approvals for occupancy.

In this role, ongoing responsibilities include but are not limited to:
  • Review and/or approve plans required for the issuance of a building permit; Issuance of building permits, certificates of occupancy, and or certificates of compliance and collaboration with external agencies.
  • Conduct and/or coordinate professional construction inspections and issue Stop Work Orders when necessary, in conjunction with UB Environment Health & Safety Department.
  • Perform property maintenance inspections of existing buildings and structures with partner agencies.
  • Perform fire safety inspections of new construction and renovated areas with partner agencies.
  • Work with multiple project teams to support coordination and communication regarding a variety of projects including in-house design/build renovation work, critical maintenance projects, and capital-funded design/bid/build work.
  • Actively contribute to the analysis of past practices for continuous improvement recommendations.
  • Serve as a subject matter expert to their University Facilities peers as well as the needs of the University community at large.

Minimum Qualifications
  • Bachelor’s degree in Architecture, Engineering, Construction Management, or related field.
  • Must be an architect licensed to practice in New York State, a professional engineer licensed to practice in New York State, or an individual otherwise qualified by reason of training and experience who has demonstrated knowledge of the construction aspects of the code and who has at least two years of experience working directly with the code.
  • This position requires a person to be certified as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 and has not let such certification be classified as “inactive” pursuant to 19 NYCRR 1208-3.5(a).

Preferred Qualifications
  • Master’s degree in Architecture, Engineering, Construction Management, or related field with 5 years of experience in either the enforcement, inspection, development, or teaching of building or fire codes; Or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer. Equivalent combination of education and experience may be substituted for the degree.
  • Experience in higher education renovation and construction projects of similar size and scope desired including laboratory, and/or SUCF capital improvement projects.
  • Certification as PMP, and/or LEED or equivalent considered.

Physical Demands

Routinely completes field or project site visits and may have to climb stairs, ladders, or utilize other means to access particular areas of a project site during construction.
