Position Summary: The overall purpose of this job is to provide functional support for Banner HR/Payroll module for the Payroll Department, Payroll Self-Service, HR/Payroll rules and Web Time Entry. Maintain of working knowledge of all payroll processes for completion of the payroll cycle including analyzing information for accuracy, contract processing and communicating with all levels of employees at the college. Responsible for overseeing and implementing upgrades, evaluating/analyzing issues to correct in trouble shooting processing, documentation, training, process reporting in order to maintain and improve operational efficiency and effectiveness. The Functional Support Technician reports to the Payroll Manager and is the liaison between Payroll and Information Technology. The position requires a person to multi-task a variety of complicated functions simultaneously while maintaining a high level of honesty and confidentiality.

Essential Functions:

45% Responsible for Banner HR/Payroll processes and implementing new updates as modifications to HR/Payroll system arises. Provide database management of the HR/Payroll approval, forms, rules, and validation tables including new and amended information, resolve issues with Programming Support/IT if needed. Responsible for reports using ARGOS, Microsoft tools (such as Excel), and other report writing tools. Provide all reporting needs for the Payroll department and confer with end users on reporting needs and implement changes to reports as necessary to meet HR/Payroll needs. Work in coordination with Payroll, Human Resources and IT on testing, troubleshooting (investigate and interpret issues and documentation needed to resolve issues and test, set-up and processing for rules and validations in TEST and PROD, and implementing new updates and/or general maintenance to Banner HR/Payroll, Self-Service and WTE (Web Time Entry.) Setup users, supervisors and proxies for WTE and access to Web Self-Service functions. Responsible for various Payroll processes including adjustment checks and quarterly payroll voids and reissues through Banner HR/Payroll, quarterly reports used as balancing tools, Tax Depository Report, 941 Report, Employment Security Report, and W-2 Report make necessary corrections and complete documentation.

20% Responsible for providing training to academic department assistants and deans to process FLAC (Faculty Load and Compensation) using Banner HR/Payroll Banner 9 INB, Self-Service, Web for Time Entry and Leave, Responsible for training HR/Payroll staff on Banner HR updates and/or new processing, rules and validation tables in Banner, implementation and maintenance of Web for Time Entry Employee Self Service, maintenance, update and give access to users of payroll portion of Banner Employee Self Service. Analyze, evaluate, troubleshoot and correct issues/processes that occur. Serves as system administrator for HR/Payroll. Works with the College Webmaster on Payroll information on the Payroll Web Page and create and/or update forms or process new information. Responsible for maintaining training materials and providing answers to questions. Responsible for updating as Web Administrator for FLAC, WTE Leave and Time, W-2 information, HR/Payroll benefit and payroll information on the Web.

15% Responsible for data loads to Banner HR/Payroll from outside modules/vendors. Responsible performing month-end and year-end closing processes of the HR/Payroll system and to create reports, distribute and/or notify financial managers. Responsible for system processing to balance retirement programs that are fed to Banner Finance and transmit to TBR and retirement vendors; TCRS Interface/Hybrid, Extract/ORP, TIAA ORP, TIAA SRA, Valic ORP, and Valic SRA assist with balancing of year-to-date wages for Banner HR system.

10% Responsible for reviewing and processing Payroll Month End Labor/ Finance Reports and interface to Finance, Month End Encumbrance/ Finance Reports and interface to Finance, Benefit Summary Reports, Earnings Summary Reports, and Labor Distribution. Adjustments, Void/Reissue payroll checks through the Banner System and banking institution and interface to Finance, assist with year-end wage/leave, benefit, liability calculations and balancing and assist with personnel budget preparation and system setup.

5% Responsible for providing backup to Payroll Manager as needed.

5% Professional development and other duties as assigned.

Job Requirements:

· Associate Degree from an accredited institution is required (business, computer science, or computer related field preferred)

· Two years’ relevant work experience in a payroll environment (business/payroll background) required.

· Must have working knowledge of payroll processing and MS Office products including Excel and Word.

· Experience of Banner software/forms to process payroll and finance information is preferred.

Part-time work experience is calculated at 50% credit of full-time work experience

Skills/Abilities : Must have in-depth knowledge of the Payroll system and its data. Must be able to review and comprehend state, Federal, and institution policies and regulation and adhere to them in performing job duties.

Responsibility for Accuracy: It would be detrimental to the college if payroll was not processed on time. Pellissippi would be fined by state and federal governments and face possible lawsuits. If payroll processing, ACH and Wire transfers, vendor balancing and uploads, tax calculations and, finance processing are not completed timely, employees will not receive payment of wages on time and benefits would not be processed. The Payroll Manager reviews and verifies information that the incumbent processes if needed.

Financial Impact:

PSCC could experience audit findings and/or financial consequences in the form of penalties and/or interest for late payroll processing and/or reporting to local, state and federal regulatory agencies

Judgement and Decisions: This position requires a problem solver with excellent critical thinking and time management skills to be able to perform complicated tasks as well as a skilled communicator to understand the needs of the functional user for all levels of employees (including VPs, Deans, and the President), and all while maintaining a high level of confidentiality.

Magnitude of Impact:

If Payroll needs assistance from IT or another department or TBR, etc., they are notified as soon as it is determined. By insuring that Banner HR/Payroll module, Self-Service and Web Time Entry systems are working properly and accurately, Payroll can assist other departments in the college. If incorrect payment is made, all levels of employees of PSCC would be affected, which could cause negative public image.

Physical Demands:

Primary physical demands are sitting/remaining stationary and keyboarding. Audible: Must be able to communicate with employees, vendors, etc., and gather information at conferences and training. Visual: Extensive use of computer. Traveling to conferences and training. Would be helpful as some items are color coded. General office with adequate lighting with significant temperature extremes. Long-term computer exposure. No other known hazardous conditions.

Hazards: Eye strain; muscle/joint stiffness and pain from prolonged sitting/remaining stationary.

Pay Rate: $45,900 - $56,800.00/per year. Pay will be determined based on related work experience above required. To be considered in determining pay, all related work experience must be listed on the application.
