The Human Resource Department, through its embodiment of the University's strategic and operational goals, supports students, faculty, and staff by providing innovative, transformational, and inclusive services and programs.

Job Summary

The Executive Director, Human Resource reports directly to the Vice President of Human Resources. The position plans, supervises, directs, develops, and coordinates the policies, activities, and staff of the Human Resource (HR) department in the areas of Customer Service, Compensation & Classification, Benefits, Payroll, and Talent Acquisition ensuring legal compliance and implementation of the organizations mission and talent strategy. The Executive Director will provide sound and expert advice to Human Resources Directors and Managers who serve as advisors to Human Resources constituents or a wide variety of Human Resources services and will collaborate with the campus community on University best practices.

Responsibilities include, but are not limited to:
Supervision
  • Directly supervise management and lead employees. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Prepare reports on a range of human resources subjects for consideration; Supervise the collection and analysis of employment, salary, benefit and assignment information for reporting purposes.

Direction
  • Provide coaching and guidance to unit managers, and supervisory employees in appropriate HR matters.
  • Counsel and train management personnel and others on the relevance of federal and state laws affecting assigned functional areas.
  • Train, supervise and evaluate assigned staff; recommend personnel actions including disciplinary actions and dismissals.
  • Advise employees on the interpretation and application of policies and procedures pertaining to human resources management.
  • Provide direction in resolving personnel procedures and policies.

Strategic
  • Assist with the development, revision, interpretation and administration of campus policies, regulations, and procedures.
  • Collaborate with directors, managers, and others in leadership positions regarding goals and strategies related to staffing, recruiting, and retention.
  • Perform human resources research and special studies as directed.
  • Direct the development, coordination, and maintenance of the human resources information systems.

Assessment
  • Assess HR efficiency and collaborate with HR units across the department to work toward a collective goal of optimum service and efficiency.
  • Identify, communicate and make recommendations regarding trends in human resources.

Perform related duties as assigned.

Employment Status: Full-time, Exempt, At-will, included in the Management Personnel Plan (MPP).

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

Key Qualifications
  • Language Skills - Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, policy documents, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, university personnel, and the general public.
  • Mathematical Skills - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Reasoning Ability - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

  • Comprehensive knowledge and understanding of the principles, practices, and procedures of a specialized field.
  • Acts independently within functional policy and organizational guidelines. Typically administers more than one major segment or functional activity of the campus. Work is reviewed for soundness of judgment and effectiveness in achieving organizational goals.
  • Participates with the management team in the development and administration of department, division, campus, or systemwide policies.
  • Responsible for achieving the goals and objectives critical to a major program, department or division. Consequence of error may seriously impact allocated financial and human resources, as well as the public relations posture of the campus.
  • Generally accomplishes results through subordinate managers. Responsible for determining the organizational structure and managerial/supervisory relationships to achieve established goals. Responsible for a major program, department, or division.
  • Responsible for the administration of the program, department, or division. Assures operational and conceptual integration of policies and programs within assigned areas.
  • Serves as principle internal and external spokesperson for the department or division.

Education and Experience
  • Bachelor's degree from a four-year accredited institution.
  • Six years related experience in human resources, including troubleshooting processes and procedures; experience supervising employees in a human resources unit in public sector employment and in a collective bargaining environment, with direct experience applying and interpreting collective bargaining agreements. Incumbent should possess strong conflict resolution experience.

Preferred Qualifications
  • Master's degree, and other HR applicable certifications.
  • SPHR Certified.

Salary

Anticipated Hiring Range: $11,667 - $12,500 per month

Classification Salary Range: $6,250 - $18,750 per month
