Job Summary:

The University of Wisconsin-Madison Office of the Vice Chancellor for Graduate Research and Education (OVCRGE) provides an instructional and research environment and is responsible for providing financial and administrative assistance for 17 research centers, including research administration, with an operating budget of $180 million

Within the OVCRGE, the Office of Research Compliance (ORC) provides the administrative oversight and support for the Institutional Review Boards (IRBs), the Institutional Animal Care and Use Committees and the Stem Cell Research Oversight Committee.

The IRB Director will be responsible for day-to-day oversight of the IRB office in support of the review and approval of all, non-industry sponsored, human subjects research performed by UW-Madison faculty, academic staff and students, to ensure compliance with federal and state regulations, accreditation standards, and institutional policies. The investigators at the UW-Madison conduct a broad array of human subjects research including studies in the social, behavioral and international research realms and biomedical research including interventional FDA-regulated clinical trials. The UW-Madison IRB is also the IRB of record for the Wm. S Middleton VA Hospital.

This position reports to the Director of the Office of Research Compliance and oversees directly or indirectly, 2 Assistant Directors, 2 Office Administrators, 2 Managers and 13 IRB Analysts. The UW Madison Human Research Protection Program is decentralized and the IRB office supports and interfaces with other institutional research support offices including the Institution for Clinical and Translational Research, The Clinical Research Office, the UW Comprehensive Cancer Center, Conflict of Interest, Research Integrity, Research and Sponsored Programs, the select agent program, bioethics advisory committee, stem cell research oversight (SCRO) committee, the research, safety and security programs.

Responsibilities:

Assists with the planning and direction for multiple administrative operations of the institution to advance program goals and objectives.
  • 15% Engages in strategic planning and policies to ensure the strategic direction supports the needs of stakeholders
  • 30% Evaluates, designs, and implements operations to align with the strategic direction
  • 5% Establishes goals and priorities for the annual budget for all revenues and expenditures
  • 10% Serves as liaison to internal and external stakeholder groups providing organizational information and representing the interests of the institution
  • 20% Ensures that policies, procedures, and standards are maintained and develops processes and procedures to improve the unit
  • 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 10% Ensures compliance of the IRB operations with Federal and State regulations or Laws, accreditation standards and institutional policies.

Education:

Required
Bachelor's Degree

Preferred
Master's Degree
Advanced degree preferred (master's or PhD) in public policy, science education, health sciences, medical ethics, or other relevant area. Those with J.D. or other terminal degrees appropriate to job responsibilities in a human subjects research environment are encouraged to apply.

Qualifications:

-- 6 years of administrative experience in human subjects research. Excellent communication, analysis and organizational skills necessary.
-- At least 3-years experience supervising staff
-- Understanding of the code of federal regulations for protection of human subjects, including those that apply to studies regulated by the FDA.
