The Associate Director of Enterprise Technologies, Development & Operations is principally responsible for leading our team of Software Engineers and their work on custom programming initiatives and support, and is a contributing technical member of the Solutions Development team. These efforts are primarily focused on business applications, data integrations between systems, and Bucknell's web presence. The position is secondarily responsible for assisting in the administration, monitoring, and maintenance of application software and middleware systems within Bucknell's portfolio of enterprise systems, including self-hosted commercial-off-the-shelf (COTS), both on premise and in Public Cloud and SaaS solutions.

The Associate Director of Enterprise Technologies, Development & Operations is expected to exhibit a high level of problem-solving ability and resourcefulness and be able to work on complex systems and projects with only general direction and supervision required. The position regularly operates under deadlines and must be capable of handling periodically heavy workloads and multiple assignments. The position works collaboratively with fellow members of Enterprise Technologies and L&IT, Bucknell administrative and academic departments, and vendors to meet the ongoing needs of the University. The position is responsible for management, supervision, and development of the Software Engineers.

The Associate Director of Enterprise Technologies, Development & Operations reports to the Executive Director of Enterprise Technologies.

Job Duties:
Operations and Project Responsibilities:
  • Maintain close alignment with Bucknell operational units, their business processes and their key decision makers to support the translation of functional requirements to technical requirements and solutions.
  • Manage the queue of work and priorities for the Software Engineers and ensure that the work of most value to Bucknell gets done.
  • Perform event and incident management; troubleshooting and plan break/fix scenarios.
  • Design, develop, deploy and maintain software based solutions that empower end users and meet their business needs in line with the strategic objectives of the department in collaboration with the Software Engineers when necessary and practical.
  • Lead and/or participate in complex and multi-disciplined project teams responsible for the installation, maintenance, modification and/or adoption of new system features and functions, ensuring good documentation and adherence to technical design standards and architectures.
  • Identify risks, anticipate problems, and develop preventative solutions to ensure projects stay on track and are finished on time and within budget.
  • Lead and manage complex vendor relationships and upgrade/release cycles, including tenant/environment management, coordination of complex timing between systems, integrations and all phases of testing.
  • Play a leadership role and collaborate with others in L&IT leadership in developing and executing sound IT governance processes based upon industry best practices and input from Information Security, Privacy, Legal, Audit, and executive leadership, including Cloud / AWS governance.
  • Act as the university's Data Protection Officer (DPO).
  • Maintain, respect, and protect the confidentiality of information held within or transferred across the University's computer and communication resources in any format.
  • Comply with university computing and data security standards.
  • Ensure the fiscally responsible and appropriate use of relevant operating and capital budgets.
  • Work closely with the Information Security Program Manager on policies and procedures for securing Bucknell's digital assets.
  • Perform other duties as assigned or requested.

Process Responsibilities:
  • Champion policies and best practices governing the Project Life Cycle (PLC) including but not limited to the testing of new releases, the development of enhancements, deployment, daily operations and maintenance, reporting and documentation (technical and end user).
  • Champion policies and best practices governing IT Service Management, including those concepts addressed through the IT Infrastructure Library (ITIL).
  • Support policies and practices which promote continuous process and service improvement across the enterprise.

People Responsibilities:
  • Manage, lead, and supervise the team of Software Engineers with diverse skills and experience levels.
  • Identify, communicate and execute on appropriate team and individual goals to meet organizational priorities.
  • Ensure the maintenance and growth of appropriate team software engineering skills and resources through professional development and career pathing for team members.
  • Provide regular, ongoing feedback to the development team and peers promoting continuous improvement, proactive service and relationship building.

Technical Planning, Communication and Management Responsibilities:
  • Participate as an active and contributing member of the Enterprise Technologies leadership team developing and executing on strategic goals and plans for the department.
  • Lead and/or participate in the cross functional technical design and architecture effort of appropriate software solutions, both custom development and COTS, both on premise and Cloud.
  • Ensure the development team has and follows documented better practices in support of internal development processes, including CI/CD and testing.
  • Develop and maintain close collaboration with the other elements of Enterprise Technology, including Systems & Operations, Networking & Telephony, and Data Analytics, necessary to design, implement and support complete technology solutions.
  • Serve as a proactive advocate for the appropriate use of systems and technology within the enterprise systems environment in support of Bucknell's needs.
  • Keep abreast of new technology and industry developments, maintain technical competencies and currency, and facilitate opportunities for continuous improvement.
  • Develop and maintain a deep expertise in current and emerging Cloud technologies, specifically including Amazon Web Services (AWS).
  • Participate in ongoing professional development opportunities outside the Bucknell community, including opportunities that may require out-of-town and/or overnight travel.

Minimum Qualifications:
  • Bachelor's degree in a technology-related field and five years of related information technology experience or a minimum of nine years combined relevant education and experience
  • Demonstrable knowledge of and experience with various system architectures and the administration of varied and complex applications, including Public Cloud-based solutions
  • Demonstrable experience working with relational and/or non-relational databases and strong SQL skills
  • Demonstrable experience in one or more development languages (C#, PL/SQL, Java, Kotlin, Python, Ruby, Go, Javascript, or equivalent)
  • Demonstrable experience in planning and executing complex system installations, upgrades and conversions
  • Demonstrable code debugging, optimization tuning and troubleshooting skills
  • Prior managerial or supervisory experience
  • Excellent communication skills, both verbal and written
  • Ability to work both independently and collaboratively with minimal supervision in a dynamic and demanding environment
  • Proven ability to manage multiple complex assignments with sensitivity to deadlines, priorities and changing circumstances
  • Demonstrated professional work ethic and positive, problem-solving attitude and troubleshooting skills
  • Be willing to respond to occasional emergency situations as they arise outside of normal working hours
  • Be willing to flex schedule for planned outages and upgrades as needed

Preferred Qualifications:
  • Familiarity with the academic and business processes of higher education and the interrelationships between departments, data and systems
  • Experience with Ellucian Banner, Workday HCM and/or Finance, Blackbaud CRM, Slate, and/or other enterprise-wide on-premise or SaaS solutions
  • AWS experience, training and/or certification
  • Project management training and/or certification
  • ITIL training and/or certification

This is a full-time, 12-month, exempt, benefits eligible position.
