General Description
Under the dual direction of the Dean, Academic Services and the
Dean, Student Services, the director will plan, coordinate,
organize and direct the operations and activities of the dual and
concurrent enrollment programs and outreach efforts. The director
is responsible for administration of dual enrollment course
offerings at local high schools including support for faculty,
course scheduling, curriculum, orientation, and personnel to assure
clear communications and efficient enrollment functions. The
director will act as the primary point of contact and support for
high school students, faculty, administrators, staff and others;
supervise and evaluate the performance of assigned personnel;
provide leadership and direction for the dual and concurrent
enrollment program, and high school to college pathway efforts. As
they key facilitator, the director will provide leadership in high
school partnership programs, in collaboration with multiple school
districts' superintendents, school site administrators, county
offices of education, and other partners. The director will provide
daily oversight, leadership, and training for the Welcome
Center.
Areas of responsibility include the following:
Provide direct supervision and oversight, and coordination of
Welcome Center employees and daily outreach and in-reach
operations; dual supervise employees on the Hanford and Tulare
Campuses.
Provide direct supervision and oversight of the early college
credit programs including dual and concurrent enrollment.
Collaborate with Academic, Administrative, and Student
Services, to create and implement the activities of the early
college credit program, Welcome Center, and high school outreach on
all three campuses.
Oversee and assist in the coordination of campus tours
districtwide.
Collaborate with the Office of Research, Planning and
Institutional Effectiveness to develop and monitor appropriate
tracking tools to measure student enrollment, success, and
equity.
Communicate District and Statewide information regarding dual
enrollment and related programs with other District administrators,
coordinators, faculty, and staff.
Play a key role in the matriculation orientation process and
its various modalities. Ensure content meets regulatory
standards.
In collaboration with the deans of Student Services, and
designated counseling faculty, execute the priority registration
process utilizing multiple modalities of support.
Prepare annual program expenditure, program plan reports, and
program review.
Coordinate with designated counseling faculty to ensure that
applicable A-G and COS general education requirements are in
alignment for dual and concurrent students
Coordinate and streamline dual and concurrent enrollment
processes with Admissions and Records.
Attend professional training regarding outreach, dual
enrollment, and related programs.
Collaborate closely with technology services to ensure proper
data collection and reporting.
Address technology needs of dual enrollment faculty and
students.
Manage partnership agreements between the District and school
districts; track approved partnerships between neighboring
community college districts and school districts within the
District's service area.

Job Duties
The Director, Welcome Center & Early College Partnerships
will:
Provide leadership, supervision and administrative direction to
all functional areas of responsibility.
Plan, organize and coordinate the dual enrollment program;
establish and maintain timelines and priorities; participate with
the administration of course offerings; assure related activities
comply with established standards, practices, laws, regulations and
guidelines, policies and procedures; oversee development of the
dual enrollment program, services and strategies in alignment with
the District's goals and objectives.
Collaborate with academic and student services deans, division
chairs, and faculty to develop and implement the dual enrollment
program.
Coordinate course offerings at area high schools that meet the
competencies of the District to provide dual credit.
Coordinate communications, curriculum, personnel, resources and
hiring of instructors to meet student needs and assure smooth and
efficient program activities.
Review and evaluate assigned programs and services; recommend
and implement approved plans and policies to facilitate and improve
the operations of dual enrollment and related programs.
Provide support for dual enrollment faculty at the high school
campuses and build support connections with academic deans at the
District.
Establish and maintain contact with the District office, high
schools, county offices of education, community groups, and other
related agencies.
Develop and maintain MOUs between the District and local high
school districts.
Provide necessary training and professional development for
dual enrollment faculty, administrators, and staff.
Develop and implement marketing, recruitment and outreach
activities to facilitate and enhance knowledge and participation in
dual enrollment programs by students; oversee and participate in
the preparation and distribution of marketing materials.
Provide leadership on high school to college pathway efforts,
articulation, and other high school partnership programs.
Present information on the dual enrollment program to high
school administrators, instructors, parents, and students
Prepare and maintain statistical records and reports related to
dual enrollment courses, services, grants, programs and enrollment;
submit mandated reports; assure timely completion of paperwork
required for teaching in the program.
Provide budget oversight and assure proper and timely payment
processing.
Monitor and assess program activities for educational
effectiveness and operational efficiency.
Serve as a liaison and coordinate the dual enrollment program
and services between the District, high schools, students, parents,
administrators, staff, faculty, the public and others; assure
proper and timely resolution of issues and conflicts.
Provide consultation concerning dual enrollment and related
programs; respond to inquiries, resolve issues and conflicts, and
provide detailed technical information regarding related course,
curriculum, timelines, standards, policies, and procedures.
Prepare and present governing board matters, reports, and
action items related to areas of responsibility.
Coordinate program review and program planning for areas of
responsibility; participate in and support the accreditation
process.
Represent the college in District and State-level activities
related to dual enrollment and related programs.
Interpret and perform assignments in compliance with pertinent
federal, state and local laws, and contractual eligibility
regulations for the dual enrollment program.
Chair or serve on various college committees and participate in
professional organizations as appropriate.
Collaborate with other grant-funded programs as necessary;
provide leadership for other related grant programs as
required.
Assume other duties normally associated with management.
Qualifications
Education and Experience:
- Master's degree from an accredited institution in a related
area; AND
- Two years of formal training or leadership experience
reasonably related to the administrative assignment; AND
- A sensitivity to and understanding of, the diverse academic,
socioeconomic, cultural, disability, and ethnic backgrounds of
community college students.
Desirable Qualification:
Experience at the high school or community college level is
highly desirable.
Licenses and Other Requirements:
- Valid California driver's license.

colleges, county office of education and K-12 schools.)
