COMPLIANCE ANALYST

Salary Range: $75,000 - $103,100 /year

 

Department Overview

The UC San Diego Office of Ethics & Compliance (OEC) serves as an independent, objective internal resource responsible for coordinating and monitoring the University's ethics, compliance and enterprise risk activities. Our goal is to help the University fulfill its responsibilities to the people of California, protect the well-being of the institution and advance our educational mission by deterring misconduct and promoting honest, ethical conduct in which applicable laws, rules and regulations are followed and the public trust is maintained. OEC reports to the Chancellor and provides senior leaders with a cross-functional emerging view of risks, leading to more informed strategic decisions, better allocation of resources and stronger governance practices.

 

Position Overview

Reporting to the Director of Compliance, the Compliance Analyst assists the Director and Associate Director of Compliance in reviewing and implementing all projects and initiatives related to the campus-wide ethics and compliance programs. Researches emerging compliance issues, collects, analyzes, and tracks compliance-related data, and prepares resource materials for management review. Interacts with senior-level executives on confidential and/or sensitive matters.

 

Follows campus standards on records management and use of communication systems. Assists the Associate Director of Compliance in carrying out the campus Clery Act compliance including publication of the Annual Security Report; statistical reviews; committee participation; and technical and policy reviews.

 

Coordinates and provides analytical support for ethics and compliance committees, and compliance efforts across all University campus departments and the Health System. Provides information regarding relevant compliance policies and procedures to departments and individuals. Works with all members of the UCSD/UCSD Health community to promote the goals of OEC.

 

Develops, implements and administers compliance policies, procedures and practices in one or more UC locations. Provides compliance advice, investigates complaints and verifies that deficiencies are corrected. Develops employee communication and training. Ensures alignment with federal and state laws, and University policies and procedures. May provide advice and direction to other compliance professionals, as appropriate. Normally receives general instructions on routine work with detailed instruction on new or more complex assignments. Performs the full scope of auditing encompassing financial compliance.

 

Position is designated "Confidential" within the meaning of the Higher Education Employer/Employee Relations Act (HEERA).

QUALIFICATIONS

• Experience developing and implementing plans, and coordinating activities for projects and initiatives in a compliance program. Thorough knowledge of ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.

• Demonstrated experience researching, analyzing, interpreting, and conducting analyses of complex laws, legal decisions, statutes, policies, and data. Experience in writing clear and concise reports, policies and correspondence. Ability to think critically and make sound judgments in uncertain or ambiguous situations.

• Experience working with word processing, spreadsheets, email, database application programs, website development programs and researching information on the internet. Experience creating and maintaining databases including manipulating and extracting data for spreadsheets, and producing reports.

• Strong interpersonal skills and ability to collaborate effectively with diverse groups. Skills in coalescing viewpoints and facilitating outcomes in group settings. Commitment to equity, diversity, and inclusion. General knowledge of diversity, equity, and inclusion, including the complexities of the intersections of identities including, but not limited to, race, ethnicity, gender, religious affiliation, sexual orientation, and class background. Ability to establish and maintain productive working relationships with campus administrators, staff, faculty, and students.

• Experience presenting information in a clear and concise manner both in writing and verbally. Skill in writing concise, logical, and grammatically correct analytical reports to explain complex and sensitive issues.

The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requiring to Report Child Abuse prior to commencing employment. CANRA Penal Codes and related definitions, requirements, and responsibilities may be obtained online.

• This position has been identified as a Campus Security Authority pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and requires immediate reporting of Clery Act crimes occurring on Clery Act geography to the UC San Diego Police Department (UCPD). It is the responsibility of the CSA to ensure they obtain proper training in order to fulfill their reporting responsibilities as required by the Clery Act and University policy, and to complete and submit the required reports to the UCPD without delay.
