Job Summary

Reporting to the Chief Technology Officer, the District Director of the Enterprise Project Management Office ( EPMO ) has overall responsibility of EPMO processes, facilitates the intake and prioritization of projects to ensure alignment with college-wide strategic priorities and provides effective project management governance and delivery of enterprise solutions. The EPMO supports the project management of IT and, where applicable, projects across the College District including enterprise-wide projects in support of the College’s 8 Principles and 3 Goals.

Primary Duties and Responsibilities

Performance Requirements*
  • Defines, communicates, and executes the vision and strategies for effective project management across the organization
  • Facilitates governance for the project portfolio and each individual project
  • Schedules and balances team activities to meet deadlines for deliverables and meetings
  • Manages and oversees department and enterprise project budgets
  • Identifies, implements, and supports various project based KPIs and other metrics to support a data driven organization
  • Informs leadership of changes related to new and ongoing projects within the organization; resolves and escalates project issues in a timely fashion
  • Delivers engaging, informative, and well-organized presentations
  • Evaluates the applications and EPMO department structures for continual improvement in efficiency
General Supervision and Management
  • Supervises and leads a group of Enterprise Project Managers and support staff
  • Provides oversight and guidance to the EPMO team for the effective and timely execution of projects, provides periodic review of team members’ performance using both formal and informal mechanisms, and mentors team members in best practices and provide skill development
Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through the Tarrant County College ( TCC ) Institute
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, and creativity and service to the College
  • Supports the mission, values and 3 goals and 8 principles of the College
Supervision
Works under the general supervision of the Chief Technology Officer

Required Minimum Qualifications
  • Bachelor’s degree
  • Seven (7) years’ working experience leading large enterprise-wide projects, presenting to executive leadership, and using and supporting Agile methodology
  • Three (3) years’ experience supervising (e.g., managing, evaluating the performance of others; leading projects or processes)
Preferred Qualifications
  • Current Certification in at least one of the following: Project Management Professional ( PMP ), Program Management Professional (PgMP), or Certified Scrum Master ( CSM )
  • Degree in business administration, engineering, math, statistics, computer science, behavioral science, higher education administration, or a related field
  • Master’s degree
  • Experience working in business analysis
  • Experience working in higher education
  • Experience leading ERP implementation projects
  • Evidence of continued skill advancement through the learning of new technologies and methodologies and contributions to scholarly works (presentations, publications, etc.)
  • Experience working and implementing with ITIL (especially ITIL 4) service framework in Project Management
Knowledge, Skills and Abilities
  • Knowledge of Lean Six Sigma methodology
  • Skilled in excellent customer service and interpersonal skills with senior leadership and diverse populations
  • Skilled using project management software (Smartsheet, MS Project, TeamDynamix) and M365 productivity suite at the proficient level
  • Skilled using project management applications and enterprise systems, including word processing, spreadsheet, and presentation software
  • Ability to work effectively in a collaborative environment and a setting that is diverse and urban
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
  • Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables
