Job Summary

The Assistant Director of Human Resources is a key member of the Finance and Business Strategy's (FBS) Operational team and reports to the Director of Organizational Effectiveness and Engagement.
This position provides program management and operational leadership as it relates to the delivery of Human Resources support to the FBS Organization. The Director of Organizational Effectiveness and Engagement is responsible for developing a broad organizational and talent management strategy that aligns with FBS's strategic goals in support of CU Boulder's academic and research mission. This position is responsible for translating this strategy into the various HR subject areas and carrying out this strategy.

Responsibilities span the following areas:
  • Provision of operational leadership and program management for the HR Functions of FBS.
  • Program Manager for FBS Employee Empowerment, Engagement, Development & Retention.
  • Liaison with Campus HR for position management and compensation, talent acquisition, employee relations & performance management, and related HR transactional work and leave management through the shared service division.
  • Working with University Counsel as needed on matters related to human resources management.
  • Supervising staff to include selecting, training, managing, empowering, developing, and mentoring staff; setting and holding staff accountable to objectives and key results, and evaluating performance against these metrics; and performing day-to-day supervisory activities (leave approval, work prioritization, etc.).

This position represents the Director of Organizational Effectiveness and Engagement in their absence.
This position directly supervises one professional position but supports the directors of nine departments with their human resources needs.

What Your Key Responsibilities Will Be

Provides Operational Leadership and Program Management for HR
  • This position provides operational leadership and program management of HR efforts related to FBS. This position provides operational leadership and direct management to the HR Manager to ensure high-quality, effective, and efficient delivery of HR services in support of the FBS organization.
  • This position is responsible for:
    • Development and implementation of HR and administrative policies, processes, and standard methodologies in FBS.
    • Handling the relationship with the Human Resources Service Center (Campus HR) to ensure high-quality, timely and accurate processing of FBS's HR transactional work, including payroll processing.
    • Being a great partner with Human Resources FMLA Coordinator to ensure high-quality, timely, and accurate processing of FBS employee FMLA/OJI and COVID-19 related leave requests.
    • Advising the development of and implementation of service roadmaps to ensure effective and efficient day¬ to-day delivery, support, and continual improvement of HR programs, including potential opportunities for new services and programming.
    • Evaluating ongoing value and effectiveness of programs and that the programs are meeting the established objectives and business needs within established budgets.
    • Analyzing metrics and FBS employee feedback to resolve continual improvements to make and what work and projects to initiate and prioritize.
    • Training, mentoring, developing, empowering, and handling the FBS HR staff.
  • Provides Program Management for Employee Relations & Performance Management:
    • This position provides program management for FBS in the areas of employee relations and performance management and in doing so ensures that progressive discipline, performance management, and reductions in force are carried out in FBS in a manner that is prudent, supported by Campus HR and, where appropriate University Counsel, and in a manner that demonstrates respect and the dignity of each FBS employee.
    • This position serves as the authoritative resource for the Director of Org. Effectiveness, CFO, FBS Leadership, FBS Central Administrative team and FBS managers regarding personnel rules, processes and procedures related to federal & state law, regulations, and rules; state personnel board rules, and university policies, including but not limited to FLSA, FMLA, ADA, performance management, reductions in workforce and progressive discipline.
  • This position is responsible for:
    • Engaging with Campus HR, ADA coordinator, University Legal Counsel and other University resources as necessary to provide guidance and help supervisors devise strategies for handling supervisor/supervisee issues, co-worker issues, ADA requests and employee performance issues.
    • This includes providing advice and managing logistics when progressive discipline and termination are vital.
    • Developing appropriate internal HR policies and processes to support FBS's unique HR needs.
    • Developing communication/training strategies to ensure awareness and appropriate application of policies and processes.
    • Serving as the FBS guide for the use of Cornerstone for Performance Management and ensuring frequent reporting of performance task completion data for FBS supervisors around critical achievements of the annual performance review.
    • Ensuring FBS's performance management guidance is aligned with FBS's overall organizational and talent management strategy and the campus' merit increase process.
    • Leading the performance management process for both classified and University staff, including referring classified employees seeking to dispute any part of the performance management process to the Employee Relations.
    • Providing guidance to supervisors on how to conduct coaching sessions and provide positive and constructive feedback to staff and develop effective metric-based performance goals.
  • Provides Program Management for Employee Empowerment, Engagement and Development and Retention:
    • This position provides program management for FBS in the areas of employee empowerment, engagement and development with a goal of reducing turn-over in critical positions, removing empowerment barriers, and increasing employee productivity, inspiration and loyalty.
  • This position is responsible for:
    • Participating on the campus wide Employee Engagement Champions Team, aimed at improving employee engagement in FBS and across campus (i.e. initiatives that will increase work productivity, employee inspiration and motivation and loyalty).
    • Development of content for the FBS Fellows Program.
    • Facilitation in FBS Dialogues.
    • Developing a more robust FBS employee onboarding process to ensure an effective and consistent experience for new hires and continually improving this process to aid in retention efforts.
    • Partnering with the Director of Organizational Effectiveness and the FBS Communications team in the professional development of internal employee, supervisory and leadership trainings, employee mentoring programs and employee engagement programming for FBS employees.
    • Providing oversight and strategy for employee appreciation and recognition programs.
    • Assessing employee and organizational development needs and investigating technical and soft-skill trainings/programs to meet needs.
    • Developing FBS organizational recruitment strategy that ensures vacant positions are filled quickly and with the right candidate to ensure success and retention, reducing turnover in critical positions.


Provide leadership to FBS through participation on the FBS Central Administration Team
  • This position is a part of the FBS Central Administration team. In this role, this position will:
    • Ensure execution of the objectives in FBS's strategic plan and priorities identified by the FBS Leadership team.
    • Develop Objectives and Key Results (OKRs) in alignment with the FBS Leadership.
    • Conduct impact analysis as strategic priorities shift to resolve how best to re-prioritize the work.
    • Develop recommendations to the FBS Leadership for the strategic direction for programmatic areas under span of authority.
    • Identify program-level issues and concerns, consider options for addressing, provide options and recommendations to Cabinet for how to address.
    • Identify and implement HR service efficiencies.
    • Support employee empowerment and engagement assessment efforts and complete programming that is developed.
    • Collaborate Director of Organizational Effectiveness to develop recommendations for FBS¬ wide organizational shifts needed as growth and innovation occur.
    • Build relationships with department-level business leaders on the Boulder campus for continuous improvement and customer satisfaction with regard to FBS's HR service offerings.

  • The salary range is $79,000 - $85,0000 and is commensurate with experience.

  • Bachelor's Degree from an accredited institution.
  • Five years of progressively responsible HR experience. A combination of education and/or relevant experience may substitute.
