Adult Education programs and services include classes in: English as a Second Language (ESL); High school equivalency preparation to earn the GED®or HiSET®; Career Bridge classes to introduce students to careers in various fields such as healthcare, early childhood education, and information technology; citizenship exam preparation; and basic computer skills training programs.

At the college level, Adult Education Departments are structured so that a Senior Dean level administrator provides strategic leadership and management oversight of Adult Education Programs at two colleges. Management staff for Adult Education Departments at each campus includes an Associate Dean and Adult Education Managers.

PRIMARY OBJECTIVE

ASenior Dean - Adult Education (AE)has a dual reporting relationship with the Vice President of Academic Affairs, responsible for providing strategic leadership in the development, management, and continuous improvement of AE Departments’ programs and services at two assigned colleges, in collaboration with Adult Education leadership at the District Office.

As an executive level manager, theSenior Dean - Adult Education(AE) is accountable for the performance of AE key performance indicators (KPIs) including measurable skill gains, and focuses on developing strategic plans and initiatives to expand and grow adult education programs, increase enrollment, improve student transitions to credit programs, and strengthen strategic partnerships with the community. Performs related duties as required.

ESSENTIAL DUTIES
  • Provides leadership of Adult Education programs offered at the college, satellite, and off-site locations to improve student engagement, retention, level gains, attainment, and transition to postsecondary education and career programs.
  • Creates and implements systems that support student onboarding and progression through the Adult Education pathway, developing Adult Education staff, and partnerships . Performs related duties as required.
  • Monitors program reporting and performance data, including student placement, Measurable Skill Gains, and student transitions; identifies areas for improvement and creates corrective action plans.
  • Oversees development of the program budget and monitors expenditures to ensure adherence to budget as required.
  • Directs and oversees Associate Deans and Adult Education Managers engaged in managing the day-to-day operations of various programs and services offered to AE students and providing AE Coordinators, Instructors, and clerical staff.
  • Provides direction to Associate Deans and key manager on implementing plans and procedures to enhance the educational effectiveness of programs, increase capacity to meet student needs, and maintain compliance with established curricula standards and requirements.
  • Conducts regular staff meetings to review ongoing program operations, identify opportunities for improvement, and address and resolve issues impacting program quality and level of services provided to AE students.
  • Works collaboratively with district office AE staff to monitor the quality and delivery of AE programs and services; develops and implements policies and procedures to ensure consistency in operations across the colleges.
  • Develops and maintains cooperative and effective working relationships with community partners. Represents colleges at community meetings.
  • Participates in the recruitment, interviewing, hiring, and evaluating of staff. Conducts performance evaluations. Administers disciplinary actions as required. Recommends termination or employment when appropriate.
  • Evaluates staff and instructors to ensure the continuity of quality program services and classroom instruction. Recommends retention or non-retention. Provides written and verbal feedback on instructional quality according to Board/Union Collective Bargaining Agreements.
  • Works collaboratively with Marketing and key stakeholders on implementing marketing strategies for adult education programs to recruit and attract potential students.
  • Cultivates an organizational culture of ethical behavior, positivity, professionalism, employee empowerment, satisfaction, and productivity.
  • Serves as weekend and/or evening administrator for the College.
REPORTING RELATIONSHIPS

Report to: Vice President at assigned colleges

Direct Supervision: Associate Dean of Adult Education; Adult Education Manager(s)

QUALIFICATIONS
  • A Master’s Degree from an accredited college or university in Education, Adult Education, or a related field
  • Eight years of program management or administrative experience in Adult Education, ESL and/or adult literacy programs including working with adult leaner populations
  • Must have supervisory experience, preferable in an Adult Education program
  • Experience with instructional program development, assessment and program/process improvement
  • Experience working in a collective bargaining environment in a higher education
  • environment desirable
  • Knowledge of ICCB performance requirements for Adult Education desirable
  • Knowledge of curriculum standards for adult education and adult learning theory
  • Knowledge of federal and state Adult Education requirements and regulations
  • Knowledge and familiarity with the use of technology for instructional purposes
  • Excellent interpersonal, oral, and written communication skills
  • Strong organizational skills
  • Ability to work within a culturally diverse environment
  • Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint)
