SALARY AND BENEFITS:

Salary Range: $5,351.00/month to $7,633.00/month. PLEASE NOTE: The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $5,351.00/month to $5,834.00/month.

ABOUT THE POSITION:

Project Rebound is a special admissions and support program for formerly incarcerated students. Founded in 1967, Project Rebound has helped hundreds of students earn California State University degrees, while working to promote restorative justice, reduce recidivism, and empower individuals through higher education.

Reporting to the Executive Director, the Project Rebound Program Coordinator will be responsible for day-to-day operations related to building recruitment pathways for currently or formerly incarcerated persons, fostering the academic success of current students who were formerly incarcerated, as well as developing peer and mentorship programs for formerly incarcerated students to successfully pursue higher education degrees, specialized skilled degrees, or career pathways upon their graduation.

The Program Coordinator will facilitate the enrollment of all formerly incarcerated students who meet program qualifications, assess students’ academic and personal needs, and provide access and information about appropriate University and community services for re-entry and matriculation processes. The Program Coordinator serves as the liaison between Project Rebound and campus Admissions, Financial Aid, Advising, Counseling, and other departments that promote the success of Project Rebound students.

RESPONSIBILITIES:

The Program Coordinator is responsible for coordinating the Project Rebound program which supports the higher education and successful reintegration of formerly incarcerated individuals wishing to enroll and succeed at Cal State East Bay.

  • Organize and conduct on- and off-campus outreach and recruitment of formerly incarcerated students.
  • Plan and conduct informational sessions held at jails, prisons, juvenile justice centers, community colleges, community organizations, or other avenues.
  • Develop outreach material with up-to-date information about the application process and financial aid.
  • Create and maintain a user-friendly and accessible program website to promote services of Project Rebound.
  • Communicate with prospective applicants and guide them through the admissions and financial aid process.
  • Work with relevant offices within Academic and Student Affairs (such as the Registrar’s Office, Admissions, Financial Aid Office, and Graduation Evaluations) to streamline processes, remove barriers, and ensure timely academic enrollment.
  • Support enrolled students with their academic success and pursuit of higher education degrees or career options
  • Provide mentoring, training, and support for academic, career, or life skills success.
  • Build a campus culture that is welcoming and supportive of the success of formerly incarcerated students.
  • Develop and maintain strong relationships and partnerships with faculty, staff, and administrators in various departments on campus, local community colleges, and key stakeholders and partners in the external community that promote the success of Project Rebound.
  • Develop and maintain comprehensive records, files, and tracking and statistical data on applications, admissions, retention, and graduates, as a means of expanding the program and articulating the expansion of services available to Project Rebound students.
  • Maintain regular communication with enrolled and prospective Project Rebound students (including currently incarcerated individuals) in order to provide counsel, experience-based advice, and additional customized support as needed to help students apply, matriculate, and stay on track to graduation.
  • REQUIRED QUALIFICATIONS:

    • Demonstrated commitment to the education and empowerment of people whose lives have been directly impacted by the criminal legal system.
    • Demonstrated experience and skills to successfully navigate a university campus, mentor students and guide them towards academic and career success, and effectively build a community among formerly incarcerated students, across the  university, and with external communities.
    • Experience working with currently and/or formerly incarcerated individuals; recognition of the importance of education to formerly incarcerated individuals and society as a whole.
    • Ability to be sensitive and demonstrate understanding, and concern for others without being judgmental.
    • Ability to establish and maintain collaborative working relationships with various campus constituents.
    • Ability to handle conflict resolution, problem-solve, counsel, as well as facilitate conflict resolution.
    • Ability to create peer support groups and facilitate peer mentoring programs.
    • Ability to analyze complex situations accurately and adopt effective course(s) of action.
    • Ability to advise students individually and/or in groups on complex student related matters.
    • Demonstrated excellent oral and written communication skills.
    • Excellent interpersonal skills using tact, patience, and courtesy.
    • General knowledge of principles, practices and trends of student services.
    • General knowledge of individual and group counseling techniques.
    • Knowledge of MS Office (PowerPoint, Word, Excel) and Google Applications. 
    • Must be able to travel to off-campus sites on a regular basis.

    MINIMUM QUALIFICATIONS:

  • Bachelor’s degree from a regionally accredited four-year college or university.
  • Upper division or graduate course work in counseling techniques, interviewing and conflict resolution.
  • Equivalent to four years of progressively responsible professional student services work experience which includes experience in advising students individually and in groups, and in analysis and resolution of complex student services problems. A master’s degree in Counseling, Clinical Psychology, Social Work or a job‑related field may be substituted for one year of professional experience. A doctorate degree and the appropriate internship or clinical training in counseling, guidance or a job‑related field may be substituted for two years of the required professional experience for positions with a major responsibility for professional, personal or career counseling.
  • PREFERRED SKILLS AND KNOWLEDGE:

  • Bachelor's degree in Behavioral or Social Science, Education, Social Work, Criminal Justice, or related field.
  • Knowledge of basic CSU Admissions requirements and financial aid for undergraduate admissions effectiveness.
  • Knowledge of The California State University system, East Bay campus and campus support programs.
  • Knowledge of the local, state, and Federal prison systems, including parole, probations, Employment Development Department, and transitional/supportive housing that affects the formerly incarcerated
  • Knowledge of financial and other issues that impact Project Rebound students' access to education.
  • Knowledge of PeopleSoft, OnBase, EAB Navigate (Bay Advisor) and Cascade.
  • Strong preference will be given to candidates who have succeeded in overcoming barriers similar to those confronting the project’s target population (i.e., a formerly incarcerated person). Lived experience of incarceration and/or the criminal legal system is considered an asset.

    CONDITION(S) OF EMPLOYMENT:

    Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment.  Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.

    All background checks are conducted through the university's third party vendor, Accurate. LiveScan is conducted through the University Police Department.
