Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Special Working Conditions:

Hours may be irregular and can include occasional evenings or weekends at community events, program or activities.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction of the Associate Vice President of External Relations, the Director of Local Government and Community Relations is responsible for developing, establishing, and managing relationships with the external community, campus community, local elected officials, coordinating activities with the district elected offices of state and federal officials, and external stakeholders to promote California State University, Dominguez Hills. The incumbent manages, develops, cultivates, and implements relationships and partnerships with community organizations and educational non-profit organizations on behalf of the university. The incumbent also creates and manages outreach strategies at the local and regional level; implements engagement programs, partnership initiatives, special events, and community meetings that reflect University priorities in order to inform and increase support among legislators, community leaders, and external stakeholders.

The Director of Local Government and Community Relations will also advise the Vice President of University Advancement, and the Associate Vice President of External Relations and university leadership on critical issues, topics, and initiatives that can further advance the university pertaining to community support, and outreach. The incumbent will recommend and coordinate the implementation of administrative policies to carry out the objectives of the university and department more effectively and efficiently. In accordance with Assembly Bill 963 (2020), the Director will serve as the primary employee managing the university's civic engagement committee and voter engagement activities. The Director will lead the university's voter engagement committee and work with systemwide plans for all major elections as the civic and voter empowerment coordinator for the campus.

Qualifications

Required Education and Experience:

Education: Bachelor's degree and/or equivalent training.

Experience:4-6 years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs in community relations, government relations, civic engagement, public relations, project management, event planning, policy advocating.

Preferred Experience:

Experience in understanding educational policy, and experience in relationship, cultivation, and community support building in greater LA County and in communities in and around CSUDH.

Graduate degree preferred

Required, Knowledge, Skills, and Abilities:

Ability to work independently and as a strong team player. Self-motivated and possess the ability to initiate a program or project and carry it on to completion. Detail and goal-oriented with the ability to pick up concepts, apply for work, and be able to prioritize, establish timelines, and handle many details in a well-organized and focused manner. Must possess the ability to perform effectively under conditions of a fluctuating workload. Must possess the ability to utilize utmost discretion as it relates to dealing with confidential material. Must possess strong interpersonal and excellent written and verbal communication skills including public speaking, coaching and persuasive communication techniques and approaches. Ability to interact with diverse communities and constituencies of diverse backgrounds. Must be professional and diplomatic in the manner and be able to demonstrate sound judgment. Must have an ability to solve a wide range of problems and develop practical solutions in circumstances that may not have clearly defined guidelines. Must possess the ability to successfully advocate for the University on key issues. Ability to provide effective advice and counsel on strategic and/or critical public relations issues. Ability to travel. Must have experience in coordinating events and business meetings. Knowledge of outreach concepts, principles, methodology, and techniques. Knowledge of a variety of computer applications (word processing, spreadsheets, database)

Responsibilities

50% Community Relations:
  • Build and manage a comprehensive strategy at the local and regional level to engage and leverage third-party community, nonprofit, and business organizations
  • Identify and develop strategies for working with key regional and elected officials in service of assigned projects including invitations to key campus events
  • Identify and develop strategies for working with key influencers in service of assigned projects.
  • Builds and manages coalitions of community, nonprofit, and business organizations around common interest areas with the university
  • - Report issues of concern to AVP regarding minority communities and other communities served by the university
  • Ensure community concerns are taken into account in the planning and execution of university policies and programs
  • Lead appropriate level of representation for the university in town/gown relationships in support of CSUDH programs and policy objectives
  • - Represents university in community forums and organized events
  • Leads the development of strategic plans that build support for the university projects and policy initiatives among the various communities.
  • Maintain an appropriate balance of involvement among different communities, prioritizing community, nonprofit, and business organization partners based on measures of effectiveness and reach
  • Reassess partnerships matching the university objectives against involvement with appropriate organizations within the different communities.
  • Writes, and edits correspondence for university administrators to enhance university relations.

30% Local Government Relations:
  • Works closely with local/regional legislators, and their staff in helping to advance mutual benefiting policies and initiatives that align with our university mission, and CSU priorities. Manage town halls, forums, and police hearings on campus, and will help coordinate and or lead off-campus engagement activities and meetings, townhall, or events with our local/regional elected officials.
  • Develops, leads, and implements strategic external partnerships and event partnership planning focused on local, regional, civic, government, private sector, and non-profit organizations on and off-campus.
  • Create, maintain, and lead advocacy efforts at the local, regional levels and statewide levels in support of CSUDH and the CSU system

15% Civic Engagement and Service Learning:
  • In accordance with AB 963, directing, developing, and implementing civic and voter empowerment initiatives university-wide to increase civic engagement towards voter turnout for the campus community by working with external partners.
  • Lead liaison between the community and local officials. Collaborates with faculty involved with service learning.
  • Work in collaboration with the University General Education community engagement committee on identifying opportunities between community partners with our faculty and campus department representatives for civic / community engagement involvement.
  • Direct, lead, and manage local community and government relations engagement programs and initiatives for the university held on campus and in the community.

5% Other duties as assigned
