Job Summary:

As a statewide engagement arm of UW–Madison, the Division of Extension embodies the Wisconsin Idea to extend university knowledge to every corner of the state. Our statewide network of educators and specialists with the UW–Madison College of Agricultural & Life Sciences and on UW campuses across Wisconsin is responding every day to emerging and longstanding hurdles residents are overcoming to compete and prosper.

The Financial Manager position reports to the CFO of the Division of Extension and is a critical role within the division. This position includes the following responsibilities:
  • Supervises and guides financial and/or accounting staff performing work in multiple finance functional areas and participates in day-to-day financial operations to ensure accuracy of financial transactions and reports.
  • Recommends and implements fiscal policies and advises on development of processes in support of efficient and compliant reporting.
  • Implement the unit personnel resource allocation plan including hiring, training, supervision, and resolution of personnel issues
Responsibilities:

Guides financial and or accounting staff performing work in multiple finance functional areas and participates in day-to-day financial operations to ensure accuracy of financial transactions and reports, and/or supervises staff. Recommends and implements fiscal policies and advises on development of processes in support of efficient and compliant reporting.
  • 20% Plans, directs, and engages in financial and/or accounting operations for multiple areas; coordinates data management, budget preparation and management, and financial reporting efforts
  • 25% May exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 FTE or equivalent employees
  • 5% Identifies, verifies, and audits financial charges, credits, and authorizes payments
  • 10% Recommends, interprets, disseminates, and implements unit-focused fiscal policies and procedures, ensuring compliance with established rule, regulations and financial guidelines
  • 10% Participates in the development, maintenance, and monitoring of automated financial information systems
  • 15% Analyzes financial information and makes recommendations to unit leadership
  • 15% Serves as a subject matter expert to unit leadership regarding financial operations, status and reporting, and recommends process improvements

Education:

Qualifications:

Required:
- Five years of experience in finance or accounting
- Understanding of extramural funding, including federal and state grants and contracts with external partners
- Comprehensive knowledge of accounting, financial systems software and analytics
- Commitment to enhancing diversity through inclusive design and language with significant skills and experience working with people as individuals, groups and staff, specifically from a position of leadership
- Demonstrated experience supervising staff

Preferred:
- Experience managing finances within an institution of higher education
- Financial operations, budgeting and grants management experience
- Knowledge of applicable University, System, State, Federal, Non-Federal, and Land-Grant fiscal and administrative rules, regulations and procedures including 2CFR Part 200 (Uniform Guidance), 0MB Circulars A-21, A-133 and A- 110 and USDA systems and reporting requirements
