Position Summary:

Reporting to the Manager of Labor Relations, the Labor Relations Investigator conducts unbiased, thorough, and timely workplace investigations throughout the Connecticut State Colleges & Universities System in connection with potential violations of Title VII, discrimination, retaliation, harassment, sexual harassment, Title IX (with respect to employee respondents), and related CSCU policies.

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:

Bachelor's degree in management, labor relations, or a closely related field, and a minimum of four (4) years of related experience in human resources management, workplace investigations, or labor relations; or a comparable combination of experience and training.

Successful Candidate must have or must possess:
  • Demonstrated ability to carry out a full range of workplace investigation functions in a multifaceted, unionized, public sector employment environment, including competence in researching, interpreting, applying, and advising on complex laws, regulations, and collective bargaining agreements; a comprehensive understanding of state and federal laws, statutes, regulations, and policies governing human resources and employee and labor relations;
  • experience in application of rules of evidence, hearing procedures, and principles of due process;
  • knowledge of the Americans with Disabilities Act, Title IX, Title VII, Workers’ Compensation, State and Federal Family Medical Leave Acts, employee classification, compensation, and benefits administration;
  • ability to communicate effectively orally and in writing; written communications;
  • aptitude in drafting and presenting technical contractual provisions, and serve as member of collective bargaining team; experience working in collaboration with multiple constituencies.
  • Applicant must have a valid driver’s license issued by an appropriate agency and maintain such a license as extensive travel will be required.
  • PC proficiency (Windows environment) is required.
  • Strong interpersonal skills and the ability to communicate and manage relationships at all levels of the organization and with staff at distant locations are essential.
  • Strong problem-solving skills and the ability to exercise sound judgment, maintain confidentiality, process sensitive material, and make recommendations and/or determinations based on accurate and timely analyses.
  • High level of professionalism, integrity, and dependability.

Preferred Qualifications:
  • Labor Relations, contract administration, and investigation experience in a higher education environment is highly desirable.
  • CoreCT (PeopleSoft) and case management software preferred
Example of Job Duties:

Conducts and oversees workplace investigations throughout the CSCU System, comprised of twelve (12) colleges and four (4) universities, as follows:
  • Responsible for workplace investigations across the CSCU institutions, with primary focus on the incidents reported at campuses of the community colleges, including not limited to potential violations of Title VII, discrimination, retaliation, harassment, sexual harassment, Title IX (with respect to employee respondents), and related CSCU policies.
  • Makes initial assessment of allegations or reports by reviewing available information in consultation with campus administration.
  • Provides notification to parties in accordance with applicable collective bargaining agreements and/or CSCU policies.
  • Conducts in person interviews of complainant(s), witnesses, and subject employees.
  • Collects and analyzes evidence, documentation, and data from a variety of sources; applies relevant contractual provisions, federal and state laws, and CSCU and institutional policies.
  • Produces a written Investigation Report containing synopsis of allegations, summary of interviews conducted, analysis, findings, and recommendations for remedial or corrective action.
  • Independently manages assigned casework, bringing investigations to closure within applicable timeframes.
  • Analyzes aggregate casework data to identify trends and opportunities for proactive issue mitigation, make strategic recommendations to campus administration, Centers of Excellence principals, and CSCU Vice President for Human Resources, assist with preparation for collection bargaining.
  • Design, collect, and analyze multiple levels of employee and key stakeholder feedback to drive better investigation outcomes in a more efficient manner.
  • Assists the Labor Relations Center of Excellence team to prepare for grievance conferences, arbitration, and other third party adjudicatory proceedings stemming from workplace investigations; may testify at grievance, arbitration, and other third party proceedings with respect to workplace investigations conducted.
  • May conduct system-wide training on investigatory best practices, HR trends for campus leaders, supervisors, and employees.
  • Provides research and support for contract administration and negotiations with respect to workplace investigations, and streamlined disposition of complaints.
  • Other responsibilities as assigned.
  • This position may supervise staff.

Starting Salary:

$72,845 – $109,267 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
