DEPARTMENT OVERVIEW

The Office of Equity & Equal Protection (EEP) is responsible for administration of UC/UC Santa Cruz policies, procedures and programs regarding discrimination and harassment on the basis of all protected classes outlined in the UC Discrimination, Harassment and Affirmative Action in the Workplace Policy, UC Sexual Violence and Sexual Harassment Policy, UC Nondiscrimination Statement-Student Related Matters and other related UC policies. EEP also oversees Americans with Disabilities Act (ADA) compliance and serves as the campus investigative unit supporting UC whistleblower policies and other programs. EEP is comprised of the following units and functions: Title IX Office, Equal Employment Opportunity/Affirmative Actions (EEO/AA)Office and the UCSC ADA compliance program.

JOB SUMMARY

The Associate Vice Chancellor for Equity & Equal Protection or AVC EEP reports directly to the Chancellor. The AVC EEP provides executive leadership, oversight and coordination of university Title IX, Title VI, EEO/AA and ADA compliance programs, and leads the primary campus investigative unit for a range of compliance issues. Providing institutional guidance on highly sensitive, complex matters requiring the highest level of confidentiality and discretion, the AVC EEP is recognized as an influential leader, manages highly confidential and sensitive issues, and develops solutions to a wide range of issues in these areas for the university.  
  
The AVC EEP is responsible for administration and management of all aspects of a complex organization including but not limited to: strategic planning, budget/fiscal administration, human resources/personnel, IT, facilities and equipment.

JOB DUTIES

50% - Anti-Discrimination Compliance Leadership
  • Provides executive leadership and coordination of university-wide equal opportunity and anti-discrimination compliance programs. Includes identifying compliance risks and resolutions, leading project, procedure and policy redesigns, implementing new initiatives, coordinating and facilitating communications, and ensuring compliance-related matters are handled in a timely and appropriate manner, while providing institutional guidance on highly sensitive, complex and confidential matters.
  • Oversees the university's Title IX and Title VII compliance efforts, providing oversight and monitoring of Title IX and Title VII-related policies, complaint processes and procedures; related education and training for the university community; and appointment of the university's Title IX Officer.    
  • Oversees coordination and development of ongoing efforts for full compliance with the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and other federal and state laws regarding equal access for people with disabilities and provides consultative services to management.  
  • Oversees management of the Equal Opportunity Employment program and compliance. Monitors the university's compliance with Executive Order 11246, the Vietnam Era Veterans' Readjustment Act, Section 503 of the Rehabilitation Act, and related federal laws and regulations that apply to federal contractors.  Develops and leads implementation of the university's affirmative action program.  
  • The AVC EEP may take on plenary authority for areas under their purview or delegate it appropriately to a subject-matter expert within the organization.


20% - Investigation Oversight
  • Leads & manages the campus fact-finding/investigations unit including Title IX, EEO, ADA and whistleblower to carry out investigations related to discrimination on the basis of protected characteristics and to support other areas of compliance investigation not directly under the unit's purview. 
  • Ensures that investigation/fact finding reports meet current field best practice standards as appropriate for each area, recognizing that different investigations have different standards. Oversees adherence to established campus procedures outlined in local and UC policies.

15% - Administrative Management
  • Directs the administrative operations, planning and budget of the office including but not limited to: human resources, IT and facilities and is responsible for the formulation and advancement of approaches to address related issues and challenges.
  • Provides leadership and mentoring to staff under their supervision. Writes annual performance appraisals for direct reports and gives constructive performance feedback throughout the year.
  • Provides guidance and expertise to department mid-management in developing techniques and processes and for investigations and implementation of policy.
  • Develops and ensures maintenance of records and data management systems in all areas of responsibility that are capable of capturing institution-wide information and trends, compliant with UC practices, guidance and policies and state and federal regulations.
  • Ensures Chancellor and Campus Provost/Executive Vice Chancellor are regularly apprised of trends, timeliness issues, and emerging problems in accordance with confidentiality requirements.

10% Training and Prevention
  • Works with campus leadership and managers in all areas to promote a culture of accountability around anti-discrimination compliance. Influences senior and executive leadership.
  • Oversees the development and coordination of policy communications; formulates long-term strategies for education and implementation. 
  • Develops communications for students, faculty and staff, including publications and website content ensuring university-wide training is consistent with Title IX, SVSH, and other relevant campus policies.

5% External Relations and Special Projects
  • Participates in systemwide and university committees and workgroups and/or designates appropriate representatives to serve in the AVC EEP's place.
  • Leads or participates in local and external standing and ad hoc committees related to subject-matter expertise.
     

 

REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and/or equivalent experience and / or training.
  • Demonstrated background to function at an executive level and in a leadership capacity within the UC system and to work independently and exercise sound judgment.
  • Management experience with the ability to guide, mentor and develop staff.
  • Ability to develop broad and deep knowledge of UC/UCSC governance including shared governance, organizational structure, instructional and research programs, and university policies and procedures to encompass a broad perspective of the University.
  • Demonstrated ability to work effectively and respectfully with all campus constituencies in a large diverse organization including: students, staff employees  (including law enforcement) and academic employees (including faculty) and the public.
  • Demonstrated expertise and skill in applying independent judgment in the assessment, investigation, and resolution of discrimination and harassment concerns.
  • Exceptional analytical, strategic thinking and strategic planning skills. 
  • Demonstrated ability to conceptualize, analyze and interpret compliance issues, policies and regulations as well as complex written materials and data and effectively communicate results of analyses in written and presentation formats accessible to diverse groups.
  • Demonstrated successful experience and skill in designing, developing, implementing and evaluating effective training and education programs, initiatives, plans and services related to areas of responsibility.
  • Exceptional interpersonal communication skills. Displays emotional intelligence.
  • Exceptional oral communication skills
  • Exceptional written communication skills.
  • Demonstrated ability to handle personal, confidential, sensitive and complex information and maintain the highest level of confidentiality with composure and good judgment.
  • Computer and technical skills sufficient to carry out position duties. Ability to use common software, custom databases and case management software.
  • Substantive subject matter expertise/advanced knowledge of some or all of the following: Title IX, VAWA, Clery Act, Title VI, Executive Order 11246,Title VII, equal employment opportunity and affirmative action, the American with Disabilities Act. California FEHA, Sections 503 and 504 of the Rehabilitation Act, whistleblower statutes and other relevant federal and state laws.

 

PREFERRED QUALIFICATIONS
  • Advanced degree in related area (examples: law, public policy, public or higher education administration) or equivalent experience and / or training. 
  • Completion of recent diversity and inclusion program certificate or equivalent.
  • Title IX related certification (ATIXA or equivalent).
  • Certificates related to workplace investigations and/or equal employment opportunity/affirmative action compliance.

 

SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Selected candidate will be required to complete compliance trainings as directed.
