Rutgers, The State University of New Jersey, is seeking a Human Resources Manager for the Office of Information Technology (OIT). The HR Manager is responsible for all aspects of human resource strategy, management, communications and administration for OIT. The position works closely with management and supporting staff to ensure compliance with University and OIT policies and procedures, and to align OIT HR practices and processes to the mission and strategic objectives of OIT, University Human Resources (UHR) and the organization.

Among the key duties of this position are the following:

  • Develops and directs HR programs, policies/procedures and processes within OIT to improve operational efficiency.
  • Exercises initiative and leadership in the planning and development of IT recruitment and retention strategies, while creating programs and processes that will help attract, recruit and retain strong IT professionals and supporting staff.
  • Provides timely, accurate, and strategic advice to management and staff throughout the organization and assists in the determination and implementation of management decisions regarding personnel actions.
  • Develops cooperative and strategic alliances with internal stakeholders and constituents, and collaborates as a seasoned professional with UHR and HR Liaisons across the University, including serving on University-wide committees to help create programs and processes to advance the University’s mission.
  • Provides direction to a professional HR support staff, setting standards and objectives for each position.
  • Responsible for OIT space and occupancy planning/management. OIT has operations and staff on all the Rutgers campuses, occupying more than 200,000 sq.ft. of space in 30+ buildings. This responsibility includes the evaluation, optimization and management of workspace and environments for all OIT functions and personnel, with the goal of: enhancing OIT communications, collaboration, teamwork and synergy; improving work environments and their functionality; and, reducing occupancy costs.
  • Responsible for hiring/firing, training, evaluating, motivating and disciplining staff, as necessary.


  • Bachelor’s degree, preferably in an HR discipline, higher education administration, or related field.; or an equivalent combination of education and/or experience.
  • A minimum of five years of directly-related experience of increasing responsibility in a leadership or managerial role that demonstrates knowledge and understanding of strategic planning, management, team-building, leadership skills, and HR best practices is necessary.
  • Strong competencies in the HR disciplines, such as compensation, employee relations, recruitment and retention, talent management, organizational development, labor relations, and training and professional development.
  • Computer literate, and have the ability to confidently communicate with IT leaders and professionals.
  • Have an understanding of IT disciplines, terminologies, skill sets, and current trends.
  • An understanding of the unique issues of IT recruitment and retention in higher education and the IT marketplace is also a plus.
  • Strong organization, planning, analytical, consultative and decision-making skills.
  • Excellent communication skills, including presentation skills and the ability to write effective communications that may have organization-wide distribution.
  • Ability to work in a fast-paced, high-pressured, confidential office while maintaining high morale and productivity for a small team.
  • Practical knowledge related to personnel rules and processes as well as the ability to steward difficult human resource issues to appropriate resolution, with a high level of attention to detail and constant follow-up.
  • Will need to become highly knowledgeable in the University’s policies, regulations and governing documents and contracts that affect personnel matters.
  • Will need to work independently to meet objectives, with minimal supervision.
  • Understanding of IT disciplines, terminologies, skill sets, and current trends, as well as the ability to confidently communicate with IT professionals.
  • Understanding of the unique issues of IT recruitment and retention in higher education and the IT marketplace is a plus.
  • Experience interfacing with an HR Information System (e.g., PeopleSoft; Workday; etc.) and/or an Applicant Tracking System
  • Master’s degree and/or professional HR certifications preferred. (e.g., SHRM-CP or SCP, SPHR or PHR).
  • Prior experience with occupancy and space planning is a plus.
