Job Title: Manager, Enterprise Project Office

Positions Supervised: Project Manager, Enterprise Project Office

Job Summary

The enterprise project office manager is responsible for developing, implementing, and controlling institutional project management practices with a focus on agile and hybrid methodologies. This position holds responsibility for directing, optimizing, managing and monitoring large, complex enterprise projects to ensure delivery according to plan, budget and scope. This role is responsible for planning, leading, organizing and motivating agile project teams. The enterprise project office director is expected to use an agile approach to blend traditional project management principles and practices to fit large, complex, mission-critical enterprise-level projects.

Job Responsibilities and Execution
  • Develops best practices, techniques and tools for project planning, execution and control; ongoing milestone, performance metric and deliverable tracking; and effective communication
  • Defines project scope and schedule while focusing on regular and timely delivery of value; organizes and leads project status and working meetings; prepares and distributes progress reports; manages risks and issues; corrects deviations from plans; and performs delivery planning for assigned projects
  • Assists in team development while holding teams accountable for their commitments, removing roadblocks to their work; leverages organizational resources to improve teams’ capacity for project work; and mentors and develops team members
  • Determines frequency and content of status reports from project leads/product owners, analyzing progress and troubleshooting problem areas
  • Supports product owners in managing customer expectations for project deliverables; managing stakeholder communications; and helping to implement project governance
  • Defines a detailed agile project management process and champions ongoing process improvement initiatives to implement best practices, with the goal of achieving a high level of performance and high quality
  • Accepts and assesses status reports, change requests and requirements documentation to ensure smooth project progression
  • Conducts project post-mortems and creates evaluative recommendations reports
  • Approves need for and recruits additional staff or consultants
  • Promotes empowerment of the team, ensuring that each team member is fully engaged and making meaningful contributions

  • Models, supports, and holds others accountable to the university’s values – integrity, dedication, excellence, creativity and teamwork
  • Delivers agile projects that provide exceptional business value to the university community and provide the right balance of agility and predictability
  • Manages vendor relationships
Communication, Teamwork and Collaboration
  • Manages several concurrent, high-visibility strategic projects using agile methods in a fast-paced environment, crossing multiple business and academic divisions
  • Communicates clear and precise project expectations and standards to project managers, owners, sponsors, team members and other stakeholders
  • Collaborates with teams and stakeholders to prioritize/drive strategies and to determine key initiatives in response to Lindenwood’s evolving needs
  • Negotiates with department managers to acquire required personnel from within the university
  • Coaches and supervises new project team leads, team members, product owners and contractors and assists with conflict resolution
Job may require other duties as assigned.

Required Qualifications – An equivalent combination of education, training and experience will be considered. Additional requirements may be designated by position.
  • Bachelor’s degree in business, computer science or related field
  • Minimum of 5 years’ experience in project management
  • Prior experience in leading agile project teams in business and technology contexts
  • Master’s degree preferred
  • Project Management Professional (PMP) certification preferred
  • Project Management Institute (PMI) Agile Certified Practitioner (PMI-ACP) certification preferred
  • Certified Scrum Master (CSM) designation preferred
Knowledge, Skills and Abilities – May be representative, but not all inclusive, of the knowledge, skills and abilities necessary to perform this job competently.
  • Demonstrated ability to work effectively with individuals from diverse communities and cultures
  • Knowledge of Project Management Body of Knowledge (PMBOK) and agile methodologies, including SCRUM
  • Strong project management and multitasking skills
  • Experience with large-scale projects across organizational boundaries and disciplines
  • Knowledge of existing, evolving and new technological resources and their potential benefits
  • Excellent verbal, written and interpersonal communication skills
  • Excellent leadership and management principles and decision-making abilities
  • Skilled in budget development and management
  • Experienced in vendor management and contract negotiation
  • Proven ability to lead software development projects and ensure objectives, goals and commitments are met
  • Solid understanding of and demonstrated experience in using agile project management tools such as Jira/Greenhopper, Rally and VersionOne or equivalent; Microsoft Project, Visio, and Microsoft Office Suite
