Division Director, Data and Analytics



Job Description

The Division Director of Data and Analytics oversees the the Virginia Tech Transportation Institute’s (VTTI’s) Data Reduction, Data Analysis, and Advanced Algorithms and Analytics groups. This position provides vision, leadership, coordination and specialized expertise for the Division of Data and Analytics (DDA), which performs data annotation, data quality assurance, data standardization, data mining, event selection, data analysis, algorithm development and testing, and data analytics development.

The position requires an experienced leader with a strong technical background and demonstrated aptitude for solving complex problems through the application of advanced research and data analysis techniques, and the ability to plan, develop, coordinate, and implement cross-functional transportation research projects. The position will consolidate the expertise and input from senior leadership to establish the long-term vision and technical direction for VTTI’s data assets, data architecture, internal and external partner access, and associated intellectual property that will support innovative transportation research.

The position is also responsible for establishing systems and processes that assure efficient, compliant, and cost-effective operations that maintain data integrity and produce quality deliverables and services while remaining on-time and on-budget.

Supervisory responsibilities include coordinating a multi-disciplinary group of technical experts to direct their efforts towards accomplishing unified goals through healthy communication and cooperation. The position will align DDA personnel towards accomplishing VTTI goals by effectively communicating objectives, decisively resolving critical issues, and managing process-related issues. The Division Director will strive to develop deep technical expertise for staff while providing opportunities for cross-functional developmental experiences across other Divisions.

As a Division Leader, the position is expected to:
• Contribute to defining the strategic direction of VTTI with respect to the areas of responsibility and align team members within DDA to that strategy
• In collaboration with members within their division and with senior leadership, develop goals, objectives and performance targets then effectively communicate them across the organization.
• Manage the division resource scheduling and allocation to optimize productivity and throughput
• Provide leadership, technical direction, assistance, and work-related mentorship to team members
• Oversee research and operational activities of approximately 25% of VTTI’s annual research expenditures, including 50+ direct and indirect reports
• Develop and manage customer service standards and policies for DDA, which will include resolving inter-organizational disputes and conflicts, personnel issues, and customer complaints.
• Implement controls over spending and procurement to ensure adherence to the Division and project budgets
• Support the Division for Technology Development and Deployment in overseeing the management of assets that support information infrastructure, systems and compliance with information systems policy and security

Required Qualifications

-PhD in Engineering, Statistics, Data Analytics or related. Candidates with a lesser degree and significant experience in lieu of PhD may be considered.
-Solid understanding of engineering and/or technical principles needed to analyze, verify, and interpret work
-Demonstrated experience leading and supervising a skilled technical group that includes engineers and analysts
-Demonstrated significant project management experience in conducting complex research projects in an academic, government or industrial environment
-Strong writing, communication, and organizational skills
-Thorough understanding of experimental and statistical methods
-Willingness to work in a fast-paced flexible research environment.
-Demonstrated excellence on research and development execution and leadership
-Experience serving as the principal investigator
-Experience advising other principal investigators
-Good documentation skills
-Creative, independent, and highly motivated
-Strong work habits and the ability to work independently as well as with a team

Preferred Qualifications

-Transportation experience and strong statistical background
-Experience in or familiarity with connected vehicles, advanced driver assistance systems, and automated driving systems
-Demonstrated knowledge of information technology, data reduction, data analysis, and research support tools
- Experience running empirical studies with human subjects and using statistical program packages (e.g., SAS, MatLab, R)
-Experience applying fundamental physics and engineering concepts to quantify driving situations
-Experience developing program and analysis code to process vehicle measures and describe events and alternative outcomes
