Salary for Announcement

The anticipated hiring range for this position is $90,600 – $121,000. The full salary range is $90,600 – $151,300.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

Provides direction and guidance for the Office of Planning, Design and Construction related to the planning, design, and construction of capital projects, and supervises staff and student personnel. The incumbent is a key member of the Department of Facilities leadership team and represents the campus on capital projects to see that the University’s needs and project’s scope, budget, and schedule are met. Develops and implements design guidelines, standards, and procedures. Employs management systems to ensure that all projects are managed in accordance with the Colorado Office of the State Architect requirements and guidelines and will withstand audit scrutiny. The incumbent directs development of long-term planning and annual submission of the University’s capital outlay submittals. Serves as primary liaison between Office of Planning, Design and Construction and other departments throughout the University. Champions stewardship and ensures a consistent customer service excellence approach is applied during interactions with students, staff, faculty, and all other internal and external University stakeholders.

Duties/Responsibilities

Leadership and Strategic Planning – 40%

- Contribute to campus policy coordination for the assessment, development, and implementation for overall campus strategic and master planning concepts and efforts relative to physical growth and development.
- Identify facility needs using forecasts and estimating techniques including evaluation and selection of suitable physical facilities and proposed sites for inclusion on the campus master plan.
- Provide evaluation of academic and other program needs, and campus community growth and change impacts as they affect comprehensive campus strategic and master planning concepts.
- Act as liaison to academic leadership for campus planning functions including responsibility for the development and implementation of policies, procedures and programs to champion the development of campus facilities.
- Develop and implement policies and procedures that establish coordinated and unified campus facility concepts accommodating student, faculty and staff needs.
- Assist in the development of campus strategic and master plan objectives coordinated with community redevelopment, regional and state objectives.
- Develop policies, programs and grant applications (when applicable) related to physical facilities and energy conservation measures.
- Lead and direct Office resources in achieving continuous process improvement objectives.

Management – 40%

- Assess the impact of program changes for physical facilities on campus-wide activities through the analysis of surveys and statistical data.
- Direct the selection and supervision of Architects, Contractors and Consultants.
- Provide overall planning and design management expertise to staff for all project development.
- Direct all required engagement activities with tri-institutional ( AHEC ) campus representatives.
- Direct the updating and reporting of campus space data as necessary.
- Maintain familiarity with status of all projects and operations.
- Maintain oversight of administrative activities, meetings, coordination efforts, and involvement in overall office oversight, activities and evaluation.
- Develop Department goals and objectives that support the University’s Strategic Plan.
- Oversee all phases of capital budgeting (including planning, design, and construction).
- Coordinate with Academic leadership and others relative to status of funding for capital needs and develop agenda items required for leadership approval for specific projects.
- Oversee management of Space Management System to comply with University procedures and impact on future capital needs.
- Develop and coordinate the annual Capital Construction Program, Capital Renewal Program, Capital Outlay Program, and Controlled Maintenance Program.
- Supervise and coordinate State and Non-State funded project development and implementation.
- Coordinate with architects, engineers, consultants, and public agencies for scheduling and approval of project construction payments, change orders, permits, utility easements and encroachment.
- Understand and interpret University policies, procedures, applicable building codes and regulations.

Supervision – 15%

- Supervise staff (currently 3 direct reports), including hiring, scheduling and assigning work, reviewing performance, training and professional development, and recommend and/or implement salary increases, promotions, transfers, demotions, or terminations.
- Supervise, hire, train, and provide work direction and problem-solving assistance for student worker(s).

Reporting and Other – 5%

- Provide reporting to various internal and external stakeholders, including but not limited to, regulatory agencies, Authorities Having Jurisdiction, and University senior leadership.
- Serve on University committees and task forces as assigned.
- Perform other tasks or special projects as required.

Required Qualifications

- Bachelor’s degree in Planning, Construction Management, Architecture or related field.
- Experience working in a higher-education setting.
- Experience with supervision of professional staff.

Preferred Qualifications

- Master’s Degree in Architecture, Planning, Business Administration or related field.
- Experience with office operations and budgets.
- Experience with effective work policies, practices, and procedures.
- Experience with applicable Federal, State and local construction codes and building regulations.
- Experience reading and interpret blueprints, schematics, and construction documents.
- Experience meeting with officials at higher administrative levels (e.g., Deans, Directors, Department Chairs, Vice Presidents, Executive Management, Board of Trustees) to discuss, advise and assist on campus-wide planning matters relating to campus facilities.
- Experience recognizing and evaluating discrete components of complex problems and developing these into comprehensive programs that fulfill a wide array of needs.
- Experience evaluating programs and formulating budgets, cost estimates, and project specifications.
- Experience with statistical analysis and research techniques.
- Experience negotiating, mediating and building consensus under difficult circumstances.
- Experience advising leadership in addressing complex and sensitive issues.
- Intermediate computer skills and general knowledge of MS Excel, Word, PowerPoint and project management software.
- Leadership in Energy and Environmental Design ( LEED ) Certification
- Project Management Professional ( PMP ) Certification

8am – 5pm, Monday – Friday; Hybrid work schedule possible
