The Programmer Analyst II is responsible for leading large scale systems analysis, design, programming, implementation, operation and user liaison functions supporting the college's administrative information systems. Hybrid work potential, but subject to change based on HCC's needs.
  • Design, develop, test, debug, implement and document highly complex computer programs based on user requests.
  • Modify existing programs and procedures; apply vendor-supplied upgrades/modifications.
  • Analyze user application/programming requests and develop/recommend solutions and time estimates.
  • Provide programming and problem resolution assistance to members of the programming and operations staff.
  • Document automated applications. Develop flow charts and block diagrams.
  • Develop proposals, feasibility studies and programming specifications.
  • Develop detailed user manuals.
  • Provide technical support to functional departments.
  • Evaluate vendor software products and develop recommendations regarding college use.
  • Design file structures, audit trails, reports, test databases, and data backup and recovery procedures.
  • Recommend changes/enhancements that improve program performance and/or application processing.
  • Develop curricula and materials for user training.
  • Conduct training sessions.
  • Participate in project planning by consulting with users to assess needs.
  • Responsible for providing technical expertise to complex, cross-functional projects.
  • Perform as technical lead for implementations of complex, cross-functional projects.
  • Able to perform as project leader of highly complex cross-functional projects from definition to implementation; ability to manage both human and technical resources in a manner that project is verifiably accurate and on schedule.
  • Maintain an awareness of the latest technological trends and developments as they relate to the College's and Information Systems goals and objectives.
  • Provide daily and project-oriented leadership.
  • Conduct cross-functional project meetings as necessary.
  • Responsible for planning work schedules and setting priorities based on functional user requirements.
  • Initiate formal policies, procedures, and standards.
  • Assist in review and update of AIS long-range plans.
  • Act as technical project leader for all activities and needs in assigned offices.
  • Provide specifications to programmer and supervises report writing.
  • Attend project review meetings.
  • Assume leadership role in vendor software upgrades and customization projects.
  • Utilize call tracking database for helpdesk calls and as a knowledge base.
  • Participate in College committees to represent AIS.
  • Perform other duties as assigned.
REQUIREMENTS
  • BS degree in information systems, computer science or related field and 2 years experience as programmer and/or analyst or an equivalent combination of education and experience.
  • Knowledge of relevant system and database software, programming languages and system administration tools and processes.
  • Familiarity with basic system administration tools and processes.
