The salary range will be from $125,000 - $135,000 per year.

This position is a Management Personnel Plan (MPP) position in the CSU, and serves at the pleasure of the President.

The CSU enjoys a generous benefits program with employer paid life insurance ($100,000), as well as health, dental, and vision insurance with the monthly premium largely paid by the CSU. Performs duties under the supervision of the Associate Vice President for Student Affairs and Auxiliary Services, and works independently to lead University Housing, Residence Life, Dining & Commercial Services.  Ensures high level of service for the residential community which is currently comprised of 4 residential areas that house approximately 1,600 residents.  Provides oversight for the housing operations, residence life, dining, and commercial services departments.  Provides direct supervision for professional staff members and indirect supervision of additional professional staff members and student assistants.  Participates in and makes recommendations on the following: recruitment, selection, training, crisis management, administrative duties, communication with families/guardians, and other related activities.  Incumbent has specific responsibilities for serving as liaison to Facilities Development and Operations, providing oversight for Commercial Services and overseeing department budget management and reconciliation.  The incumbent, in consultation with the Office of Human Resources, will perform personnel related tasks, conduct department assessment needs and develop department organization and planning.  Participates in the rotation of 24 hour on-call emergency response and preparedness as needed.


Programmatic Direction and Strategic Planning for University Housing & Residence Life

  • Provides leadership, guidance and support to department staff to ensure a full complement of services and activities for the campus community (students, faculty and staff members).
  • Conducts research of other university programs to ensure the formulation of appropriate business practices; the legal implications of California Landlord/Tenant laws, Title V updates and Fair Housing implications; and the latest housing trends like triple rooms and/or occupancy retention programs.
  • Works collaboratively with the Associate Directors to establish short and long-term goals and objectives for the Housing Operation and Residential Life areas.
  • Develops systems to maintain high levels of satisfaction from residential students based on the ACUHO-I best practices and CAS standards.
  • Collaborates with other campus areas/departments (Admissions, Facilities Management, Student Finances, Academic Affairs, HR, etc.) to ensure a well-rounded University Housing program.
  • Oversees research and investigation of new and relevant organizational models and tools for the University Housing and Residence Life department.
  • Works with Facilities to develop a long range master plan as well as take the lead for any new construction projects.

Staff Supervision     

  • Provides direct and indirect supervision for full-time professional staff members and student staff members.
  • Plans work, trains, advises, sets expectations, determines what results have been accomplished, and evaluates resulting work product of department professional staff.
  • Ensures compliance with collective bargaining agreements including progressive discipline process.
  • Completes annual performance reviews for professional staff members.
  • Oversees absence management for staff members and ensures timely approval of monthly department student payroll.
  • Ensures implementation and scheduling of department two-week orientation for all newly hired direct reports.
  • This role serves in 24/7 manager on-call rotation with other Housing managers and may need to step into professional on-call depending on absences and vacancies.

Department Budget Management and Reconciliation          

  • Proposes, finalizes and sets annual rent rates.
  • Supervises monthly earned-income reports for the Chancellor’s Office.
  • Supervises the reconciliation of collections to General Ledger.
  • Oversees maintenance of up-to-date records of encumbrances and expenditures for various funds including the Housing operating fund; Maintenance & Repair fund; and Housing Reserves.
  • Develops and applies appropriate fiscal controls including internal auditing of Housing payments. Provides information to University and state auditors as requested.
  • Prepares cost-benefit analysis of special programs or projects.
  • Works with the Associate Director for Housing Operations in the development of Conference rates, the compilation of statistical reports, and the administration of contracts and licenses for conference groups.
  • Coordinates financial aspects of emergency response and recovery as part of Division emergency response.

Administer Contracts and Third-Party Agreements

  • Reviews, negotiates and administers University Food Service Provider contract including setting annual rates for all campus dining venues. Works with Food Service Committee to gather information on the quality of food and service in the dining facilities.  Ascertains the quality of food products served to residents through independent investigation.
  • Oversees preparation of the Annual Student Housing License Agreement for on-campus residential facilities in compliance with CSU boilerplate guidelines.  Submits to CSU General Counsel for review when appropriate.
  • Reviews service level agreement with Facilities Management to ensure effective and timely service to residential population.
  • Reviews annual housing agreement with campus departments, including Intercollegiate Athletics, Renaissance Scholars and University Extension.

University Commercial Services

  • Oversees University Facility Rentals program including use of state-operated facilities for non-instructional use.
  • Oversees University Dining program including residential, retail and catering programs.
  • Oversees University Commercial Services including vending and commercial permits. 

Resident Occupancy Projection and Management

  • Strategizes to ensure maximum occupancy for residential facilities.
  • Projects future occupancy demand and coordinates appropriate response including triple rooms and off-campus apartment complex master leases.
  • Supervises the preparation of monthly occupancy reports for internal use and for the Chancellor’s Office.

Personnel Oversight for Department

  • Ensures on-going department staff development throughout the year.
  • Establish professional development plans for direct reports.
  • Provides training support for department recruitment and work with Human Resources to ensure compliance with recruitment policies and procedures.  The incumbent will also ensure that all required recruitment paperwork is submitted to Human Resources.

Other Duties and Support Functions

  • Serves as emergency back-up for other functional areas as needed (Res Life, Operations, Event Management, etc.).
  • Intervenes and interfaces with students and parents when issues become escalated.
  • Reviews status of job tasks and responsibilities with supervisor and/or designee on a regular basis. Prepares and updates position calendar and procedures.
  • Assists in documenting department policies and procedures and trains department staff in their implementation.
  • Assists with all aspects of transition, opening and closing periods as needed.
  • Responds to routine requests for information.
  • Refers specific questions and/or problems to appropriate university and department personnel.
  • Provides students and landlords with accurate and thorough information related to off campus housing as needed.
  • Serves on University committees as appropriate.
  • Participates on Housing departmental task forces and committees as designated.
  • Performs other duties as assigned

  • Knowledge of the principals and practices of governmental budgeting processes to support different funding types.

  • A Bachelor’s degree.
  • Three to five years progressive responsibility in student service environment.
  • Three years of supervising professional staff. 


  • Masters or terminal degree of higher education, business administration or public administration.
  • Experience with residential curriculum buildout and implementation.
  • Experience with residential life programming.
  • Experience with managing and directing housing operations.
  • Experience managing and directing dining operations.
  • Experience using Oracle/PeopleSoft systems for financial and budget management, including query skills.
  • Knowledge of CSU mandates for Self Operating departments with debt service.
  • Knowledge of CFS standard chart fields used in FIRMS.

This position has been identified to have significant responsibility for student and campus activities, and will be required to function as a Campus Security Authority (CSA) under the Clery Act. In accordance with CSU Executive Order 1107, Implementation of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the incumbent will be responsible for reporting allegations of Clery Act crimes to the University Police Department and/or the University Clery Director.

Responsibilities of the CSA include:

  • Report all alleged Clery Act Crimes in a timely manner
  • Report any alleged Clery Act Crimes that are reported to the incumbent using the online CSA Reporting Form
