Summary:

The Director of Human Resources reports to the Senior Vice President for Finance and Administration.  The Director of Human Resources is the senior administrative official responsible for administering institutional personnel policies and practices for staff and faculty and the University. Functions include personnel records, benefits, staff employment, wage and salary administration, employee relations, compensation, Title IX, and compliance with state and federal employment laws.

Essential Duties and Responsibilities:

  • Provide strategic HR leadership for the University and all its divisions
  • Responsible for developing and implementing a Human Resources Strategic Plan consistent with the University's Strategic Plan.
  • Chart a course for change management, process improvements, leadership development, and greater organizational effectiveness for the University.
  • Establish and manage cost-effective benefit programs for University employees.
  • Provides leadership for all human resource activity for the institution.
  • Provides vision and creative leadership to the University in all areas of human resources management.
  • Works with the President's Senior Staff and University leaders at all levels to ensure Human Resources (HR) strategies, perspectives and trends are a University priority.
  • Attract staff who share a commitment to diversity, and an active examination of ideas that can provide our students with a greater understanding of the richness and complexity of our society.
  • Maintains a collaborative partnership with Campus Information Systems, Payroll, and Academic Personnel for many HR activities.
  • Advises the President, Provost and Vice Presidents on all HR matters including recruitment, compensation, performance management, employee and labor relations
  • Provides overall leadership to staff and managers responsible for a range of HR services including recruitment, retention, employee relations, classification, compensation, training and development, performance management, benefits, and the employee assistance program.
  • Advises the President's Cabinet members on broad HR issues which may include data gathering, compilation, analysis, and report preparation.
  • Oversees HR consultation services to campus constituents regarding HR policy, collective bargaining agreements, campus procedures, employee relations and organizational development.
  • Oversees new employee orientation, mandatory training, and development programs from the point of hire (orientation) through progressive professional growth and/or skill maintenance.
  • Oversees the design of existing and new employee programs with an emphasis on high participation rates, client satisfaction and retention.
  • Leads or directs investigations of complaints and allegations of inappropriate employee behavior.
  • Provides leadership and oversight to the campus community on all employee benefit services including communications, coordination and customer oriented approaches to end user needs.
  • In conjunction with the HR team regularly reviews policies, procedures and practices to ensure they meet the strategic needs of the campus.
  • Coordinates the preparation of reports and compliance activities related to EEO/AA, ADA and Title IX and aggressively develop and implement strategies to ensure appropriate workforce diversity in a manner consistent with applicable legal guidelines.
  • Organizes and participates in recognition programs, campus festivities, or HR activities to maintain and improve positive employee relations.
  • Responsible for creating the department's annual budget and other related fiscal duties like regular management reporting and ensuring cost effectiveness in HR areas.
  • Effectively manages the human resources staff and a build culture of teamwork and trust.
  • Develops and provides leadership for all of the University's human resources programs and initiatives.
  • Oversees university's compensation plan for faculty and staff.
  • Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures.
  • Directs and coordinates training and organizational development programs that address the personal, professional, and organizational needs of University employees and departments.
  • Ensures regulatory compliance and competitive salary levels necessary to attract and retain highly qualified and productive staff.
  • Assists, as requested by Administrators, with the development of compensation programs for other faculty and employee categories.
  • Directs the administration of insurance, retirement, and other benefit programs; evaluates and develops recommendations for improvements to faculty and staff employer-sponsored benefit programs.
  • Develops and coordinates processes designed to foster a positive and productive work environment including performance management programs designed to minimize and mediate workplace dispute.
  • Develops and maintains positive applicant relations and provide technical guidance to hiring officers; coordinate functions in cooperation with equal opportunity programs in order to achieve the University's workforce quality and diversity goals.
  • Works effectively on teams, know when circumstances dictate leading and when they dictate following, and act accordingly; be organized and diligent; have a positive and professional attitude; lead the human resources team and University in developing and implementing strategic workforce plans
  • Serve as the Title IX Coordinator for employees.
  • Acts as the primary resource for employees on all aspects of immigration, including visa processes and regulatory requirements/changes.
  • Perform other duties as assigned.

 
Requirements:

Minimum Position Requirements (including certifications, licenses, etc.):

  • A Master's degree or higher in human resources or related area.
  • At least 5 years of senior human resources generalist experience.
  • A J.D. and relevant employment law experience in higher education may be considered.
  • Experience within a college or university system is highly desirable.
  • Human Resources certification (PHR, SHRM-CP) highly preferred.
  • Title IX Certification experience working with Department of Justice's Office of Civil Rights highly preferred.

Knowledge, Skills and Abilities:

  1. Demonstrated creativity and strategic approach in keeping up with human resources innovations, including leadership skills and the ability to formulate, communicate, and execute strategic initiatives
  2. Integrity and strong commitment to fiduciary responsibility for the areas under management, good judgment and strong common sense are critical to this position
  3. Ethical person who maintains confidentiality
  4. Experience and knowledge of human resources law and regulatory provisions, such as FLSA and other DOL regulations, workers compensation, payroll taxes and garnishments, IRC, HIPAA, COBRA, EEOC, ADA, USERRA, ERISA
  5. Qualitative, analytical, writing and presentation skills
  6. Must communicate effectively and be a good listener
  7. Ability to establish and maintain cooperative working relationships with colleagues and represent the University with external parties in a professional and ethical manner
  8. Ability to motivate employees who are undergoing change
  9. Ability to multi-task in a fast-paced environment with changing priorities
  10. Demonstrated ability to collect and analyze data to derive conclusions and recommendations
  11. Ability to create oral and written reports that are clear, concise and thorough
