    PRINCIPAL PURPOSE OF JOB: The Purchasing Buyer in The College of Agriculture, Community, and the Sciences at Kentucky State University (KSU) purchase supplies and equipment to support USDA research and Extension objectives, and will conduct interpret and enforce all applicable University purchasing policies and Kentucky Model Procurement Code regarding proper purchasing procedures working in collaboration with the KSU purchasing.

    ESSENTIAL JOB FUNCTIONS:

    • Purchase supplies and equipment to support USDA research and Extension objectives.

    • Interpret and enforce all applicable University purchasing policies and Kentucky Model Procurement Code regarding proper purchasing procedures

    • Research and report on procurement/contract sources for the purchase of goods and services for the University. Report on cost saving and alterative purchase options.

    • Negotiate, source, issue and track progress of purchase requisitions and small purchase orders for goods or services in compliance with the University’s purchasing policies and procedures and Kentucky model procurement code.

    • Facilitates change orders with the vendor upon University request.

    • Report on purchase order status to University stakeholders and facilitate any order issues through purchase resolution.

    • Prepares Requests for Quotes (RFQ) including precise product and/or services specifications and facilitates the University RFQ process.

    • Compile and/or review purchasing reports by commodity, vendor, fiscal year and other data sets as needed for reporting purposes.

    • Maintains records in accordance with established purchasing policies and procedures and audit guidelines.

    • Assist in the facilitation of day-to-day program needs of the University credit card program and reconciliation of monthly University credit card statements.

    • Assist in the facilitation of the competitive bid evaluation process for Requests for Proposals (RFP) and Personal Service Contracts (PSC).

    • Facilitate new or updated vendor registration requests. Receive, review and enter vendor information into the University Financial Management System. Receive and process edits to vendor record.

    • Performs other job-related duties as assigned.

    QUALIFICATIONS:

    EDUCATION: Graduate of a college or university with a bachelor's degree.

    EXPERIENCE: Three (3) years of purchasing experience.

    SUBSTITUTE EXPERIENCE for EDUCATION: Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

    KNOWLEDGE, SKILLS, and ABILITIES:

    • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

    • Ability to analyze purchasing requests/orders for compliance with University policies and procedures and the Kentucky Model Procurement Code.

    • Ability to document work in progress.

    • Ability to complete moderately complex administrative paperwork.

    • Ability to prepare Requests for Quotes (RFQ) in compliance with University policies and procedures and the Kentucky Model Procurement Code.

    • Knowledge of cost analysis techniques.

    • Ability to analyze and solve problems.

    • Negotiating skills.

    • Ability to resolve customer complaints and concerns.

    • Ability to use independent judgment and to manage and impart confidential information.

    • Knowledge of contract law.

    • Ability to investigate and analyze information and to draw conclusions.

    SUPERVISORY RESPONSIBILITY: This position does not have any supervisory responsibility.

    WORKING CONDITIONS AND PHYSICAL EFFORT:

    • Work is normally performed in a typical interior/office work environment.

    • Work may occur outside of normal business hours

    • Very limited physical effort required.

    • Very limited exposure to physical risk.
