    PRINCIPAL PURPOSE OF JOB:

    Kentucky State University (KSU) is dedicated to maintaining a safe campus climate for all students and the University community as a whole and in providing an environment that is free from sexual assault or discrimination on the basis of gender. Through a robust compliance program, KSU aims to promote fundamental rights, advance individual and institutional integrity, and uphold the tenants of Title IX.

    All educational institutions receiving federal financial assistance are required to designate an employee, known as the Title IX Coordinator, whose role is to coordinate the efforts of Title IX compliance and to ensure that every person in the campus community—including faculty, staff, and students—is aware of their legal rights under Title IX and that the institution and that all of the University employees, through its policies, procedures, and practices, complies with its legal obligations under Title IX.

    KSU’s Title IX Coordinator will be responsible for comprehensive oversight of institutional compliance with Title IX. The Title IX Coordinator will develop and implement educational programs regarding discrimination and sexual harassment prevention, ensuring faculty, staff and students understand their rights and, where applicable, responsibilities under the law. The Coordinator also oversees and coordinates prompt investigations, responses and resolutions to complaints, including supervision of investigators and the selection and training of the Deputy Title IX Coordinator, and collaborates with campus entities and University leadership to identify and address systemic problems.



    ESSENTIAL JOB FUNCTIONS:
  • Oversee the intake and investigative process by ensuring that it is prompt, effective, and equitable; ensure the provision of supportive measures initial remedial actions; assure compliance with timelines; ensure delivery of appropriate notices.
  • Appoint the University’s Title IX Investigators.
  • Provide specialized training to the Deputy Title IX Coordinator and Investigators in Title IX compliance, University policy, and other federal regulations applicable to students and employees.
  • Ensure that the Deputy Title IX Coordinator and Investigators are kept abreast of any changes to related Title IX laws, University policy, and other federal regulations applicable to students and employees.
  • Oversee investigations and reports to ensure that they are adequate, reliable, timely, confidential, impartial, and legally sufficient.
  • Oversee the Deputy Title IX Coordinator and Investigators by allocating work, evaluating performance, and motivating to achieve peak performance.
  • Review proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence.
  • Develop, implement, coordinate and conduct educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, University policy, grievance procedures, confidential resources, etc.
  • Collaborates regularly with University Administration and other University stakeholders to promote awareness of and discussion regarding Title IX-related issues.
  • Monitor changes in federal regulation and University policies; ensure that the University’s Title IX policy aligns with any changes.
  • Monitor supportive measures to ensure that they align with best practices and current policy.
  • Continuously identify and integrate best practices in the Title IX investigation arena into the knowledge base and practice. Stay abreast of current movements in the field of student conduct investigations by participating in conferences, workshops, etc.
  • Build relationships with colleagues at peer institutions; review current literature and research; participate in local, regional, and/or national professional associations and organizations.
  • Ensures ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive reports, and maintaining records of investigations.
  • Identifies systemic problems at the University related to Title IX and, in collaboration with campus partners, determines remedies for the problems.
  • Serve as the principal contact for inquiries related to the University’s Title IX training and response.
  • Ensure the institution maintains an organizational file of all complaints, and other records regarding Title IX compliance, including the number and nature of filed complaints and the disposition of said complaints.
  • Performs miscellaneous job-related duties as assigned.

QUALIFICATIONS:

Minimum Qualifications : Bachelor's degree and five years of professional experience conducting investigations.

Preferred Qualifications: Juris Doctorate degree or Master's degree.

Professional experience conducting investigations in a University setting. Experience investigating cases of interpersonal violence. Knowledge of complexities surrounding investigations in a college setting. Articulated knowledge of Title IX regulations and confidentiality of information. Formal Title IX Coordinator or investigator training.

KNOWLEDGE, SKILLS, and ABILITIES:
  • Excellent judgment with the ability to manage highly sensitive and confidential information with discretion and sensitivity.
  • Strong skills in the areas of conflict resolution, problem-solving techniques, interviewing, and investigation. Strong analytical skills and the ability to assess and negotiate complex, highly sensitive situations. Exceptional critical thinking skills demonstrated by the ability to analyze information, evaluate results, and facilitate the resolution of difficult challenges, including the ability to handle issues of complex and extreme sensitivity.
  • Knowledge of Title IX regulations and other laws and regulations pertaining to students, faculty, and University staff in an educational setting, such as VAWA, Clery Act, Title VI, Americans with Disabilities Act, Section 504 of the Rehabilitation Act, Title II, FERPA, Title VII in addition to University policies and procedures.
  • Ability to oversee employees and the investigative process and review writing to ensure a high-quality product.
  • Ability to maintain neutrality and work under stress.
  • Demonstrates commitment to diversity and success in working with diverse constituencies, both domestic and international, to support an inclusive campus environment.
  • Strong and effective interpersonal skills; the ability to listen well and demonstrate sensitivity to and respect for individual needs.
  • Ability to work as part of a University-wide community to resolve complaints in a neutral and sensitive manner.
  • Ability to establish and maintain professional and productive working relationships with staff at all levels at the University.
  • Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures.
SUPERVISORY RESPONSIBILITY:
  • This position does have supervisory responsibility.


PHYSICAL REQUIREMENTS :
  • Work is normally performed in a typical interior and/or office work environment.
  • No or very limited physical effort is required.
  • No or very limited exposure to physical risk.
