This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Special Working Conditions: The incumbent is expected to be available during early morning meetings, late night meetings, and week-end events to support the President by attending and/or coordinating meetings and events.

CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the administrative direction of the University President, the Chief of Staff to the President is a transformational leader and strategic thinker who interacts with a broad range of constituents that significantly impact the University. Serves as a campus leader who works collaboratively and engages with diverse stakeholders around the community, other divisions, and academic colleges to establish and ensure inclusive excellence. The COS must support Diversity, Equity, and Inclusion initiatives and embrace a strong commitment to the social justice mission of the University.

The Chief of Staff assists the President in planning and executing a wide range of complex initiatives, while providing general oversight and monitoring of all operational units on campus; matters that range from policy development, academic, fiscal, and administrative programs, and represents the President to other senior staff, the campus, and to the community at large.

The Chief of Staff manages the budget and financial reporting for the Division and provides management oversight to the Executive Assistant and AVP of Communications and Marketing. The Office of the President Division includes the Office of Communications and Marketing, which is responsible for leading an integrated, comprehensive, interdisciplinary, and proactive communications organization that generates high-quality, professional content for all university channels and ensures a consistent, professional, and mission-driven, public image of the institution.

Qualifications

Required Experience: Eight to ten years of related management experience including experience with administrative, governance, budget, and personnel policies and processes. Experience resolving conflicts, problem solving and encouraging partnerships and collaboration.

Required Education: Bachelor's Degree and Master's Degree from an accredited institution or equivalent.

Doctorate Degree preferred.

Successful experience in a public, four-year institution of higher education within a collective bargaining environment serving at a level of Associate Vice President/Associate Vice Chancellor, Dean, or equivalent level is highly desirable.

Required Knowledge, Skills, and Abilities:

Knowledge of:
Academic and administrative programs and organizational structures.
Higher education current issues, best practices, benchmarking, accreditation standards, and student retention models.
Considerable knowledge of the regulations and executive orders governing the CSU
Labor and employee relations issues.
Student Success initiatives.
Campus facilities and infrastructure issues.
Strong oral and written communication skills, with a record of success in developing planning documents, proposals, budget request justifications and other forms of communications with Senior Administrators
PC compatible computer systems
Microsoft software suite, including Word, Outlook, Excel, and PowerPoint

Ability to:
Interact effectively, work collegially and respectfully with diverse perspectives and personalities.

Collaborate with the Campus Legal Counsel regarding sensitive and confidential matters.
Demonstrate operational authority and exercise independent judgement on behalf of the President.
Facilitate open discussions, collaborate with and respond to multiple constituencies, and write clear and concise reports.
Build consensus and positive relationships based on trust, predictability and communication with multiple constituencies.
Utilize traditional communication methods, as well as effectively utilize communication strategies on various social media platforms.

Responsibilities

45% - Serves as a key member of the President's Cabinet. Collaborates with the President and other Cabinet members in identifying strategic opportunities for the university and in developing and implementing key initiatives and priorities.

Chairs high priority presidential committees and task forces and partners with other Cabinet members, Deans and Directors, the Academic Senate Executive Committee, and other governing bodies and members of the university community to advance key projects and initiatives covering a broad range of areas.

Assures implementation of programs developed and initiated by the President. Updates the President on implementation of programs developed and initiated by the President and advices the President on unresolved issues that must be addressed.

Conducts research, evaluates, and provides information and recommendations to the President, and others on campus regarding CSU issues.

Develops high-level briefing papers, drafts reports, and correspondence on behalf of the President. Edits correspondence and documents prepared by Cabinet members and other executives as necessary.

Advises the President on a variety of campus policy issues and actions and assists in developing policies in a broad range of areas.

Reviews and provides input and advice on contracts and agreements on behalf of the President.

Supports the President in leading an effective senior management team and strengthening the university.

Acts independently and makes judgment calls on behalf of the President as necessary.

30% - Serves as chief liaison for the President with internal and external constituencies; supports Presidential advisory boards and committees; establishes professional contacts for the President as requested; represents the President at campus and external meetings and events in a variety of settings as appropriate; and participates in national and state higher education organizations enhancing the visibility and reputation of the university.

Serves as the eyes and ears of the President with campus individuals and groups; identifies and alerts the President and Vice Presidents to potential problems or difficulties with policies or procedures.

Directs the resolution of issues raised by students, faculty, staff, or others by designating the appropriate Cabinet member or others to respond and coordinates with respondents to ensure successful and timely resolution.

Interacts with general counsel regarding university legal matters; issues and provides input and recommendations to the President as necessary.

20% - Directs the operational functions of the President's Office. Conducts hiring and provides direction to the Executive Assistant to the President, AVP of Communications and Marketing, staff, and provides oversight of the budget for the President's office. Manages the many and diverse requests and requirements of the President's Office, including responding to students, faculty and staff, other administrators, and external visitors; overseeing mandatory reports to the Chancellor's Office and external agencies, insuring deadlines are met; reviewing and editing documents and correspondence drafted by others for the President's signature.

5% - Other duties as assigned.
