Job Description

This position will serve Pre-Employment Transition Services in the West, Central Missouri area’s MO Schools for the Severely Disabled, and others as needed. All applicants applying for this position must understand that this job is not located in Columbia (Boone County). The applicant must be willing to work in the location identified.

One of the new provisions in the Workforce Innovation and Opportunity Act of 2014, requires Vocational Rehabilitation (VR) in collaboration with the Local Educational Agency (LEA), to provide, or arrange for the provision of, pre-employment transition services for students with severe disabilities in need of such services who are eligible or potentially eligible for services. This position(s) is being created to help meet staff capacity by providing highly qualified personnel who will work in collaboration with local education agencies and Vocational Rehabilitation, in the provision of pre-employment transition services for students with disabilities enrolled in Missouri Schools for the Severely Disabled, who are not yet eligible for VR services.

Provide job exploration counseling to include but not limited to the following:

• Collaborate with the State School for Students with Severe Disabilities in working with students and families to determine the most effective strategies to increase the likelihood of independent living and inclusion in communities and competitive integrated workplaces.
• Utilize appropriate assessment tools to provide student input in life choices.
• Collaborate with the special education teacher, the school counselor, and the student to ensure the student's IEP is coordinated with appropriate transition planning.

Coordination of work based learning experiences-, which may include in-school or after school opportunities, or experience outside the traditional school setting (including internships), that is provided in an integrated environment to the maximum extent possible, to include, but not limited to the following:
• Consult with the LEA staff, and VR counselor/business specialist to identify work experience opportunities for students in the local community.

• Counsel students on opportunities for enrollment in comprehensive transition or postsecondary educational programs at institutions of higher education; to include but not limited to:
• Develop and improve strategies for individuals with intellectual disabilities to live independently, participate in post-secondary education experiences, and obtain and retain competitive integrated employment.

• Provide students work place readiness & social skills support - readiness training to develop social skills and independent living to include but not limited to:
• Partner with the local career center to identify work readiness skills which might include communication skills to improve chances for independent living and employment
• Connect students and their families to the local Center for Independent Living, and other community agencies, to discuss services they have to offer and how to access those services.
• Work with students to identify and measure work readiness skills including personal safety skills.
• Work with the LEA to identify ways to ensure the student's family is an active and positive partner in the transition planning process.
• g. Support the student's social connectedness and overall health by activities which enhance their ability to participate in school based activities, after-school clubs, or community service projects to help connect the student socially to their community.

Self-advocacy training which may include peer mentoring and other activities as follows: Work to improve communication to allow the student to express like/dislikes and allow them to participate in transition decision making.

Maintenance of time/effort/expense records.

Maintenance of data reflecting direct student contact/support

Coordination of school activities, VR services, and MU supports - additional activities authorized by statute and based on needs assessment might include:
• implementing effective strategies to increase the likelihood of independent living and inclusion in communities and competitive integrated workplaces;
• developing and improving strategies for individuals with intellectual disabilities and individuals with significant disabilities to live independently, participate in postsecondary education experiences, and obtain and retain competitive integrated employment;
• providing instruction to vocational rehabilitation counselors, school transition personnel, and other persons supporting students with disabilities;
• disseminating information about innovative, effective, and efficient approaches to achieve the goals of this section;
• coordinating activities with transition services provided by local educational agencies under the Individuals with Disabilities Education Act (20 U.S.C. 1400 et seq.);
• applying evidence-based findings to improve policy, procedure, practice, and the preparation of personnel, in order to better achieve the goals of this section;
• developing model transition demonstration projects;
• establishing or supporting multistate or regional partnerships involving States, local educational agencies, designated State units, developmental disability agencies, private businesses, or other participants to achieve the goals of this section; and
• disseminating information and strategies to improve the transition to postsecondary activities of individuals who are members of traditionally unserved populations

Applicants applying for this position will live and serve in the Pre-Employment Transition Services assigned area, and others as needed or assigned. This position is not located in the immediate Columbia, MO area.

Applicants applying for this position should be willing to work from a home office.

The applicants applying for this position should be aware that they will be traveling up to 75% of their time to assigned school districts providing pre-employment transition services for students with disabilities in need of such services who are eligible or potentially eligible for these services

Salary

Salary commensurate with education and experience.

Salary Range: $42,000 per grant funding

Grade: GGS-008

Minimum Qualifications

Associate's degree in early childhood education, child development or related area or the equivalent combination of education and experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications

Preferred Qualifications: All applicants will be screened based on the preferred qualifications.

Required Years of Experience: Three to four minimum; two years of teaching experience or guidance and counseling experience - would have frequent contact with state agencies, school districts, school personnel, and students enrolled in Missouri secondary schools.

Bachelor’s degree is acceptable but a Master’s Degree from an accredited college/university in Education or a related field is preferred. A current Missouri Teachers Certificate or the ability to obtain a Substitute Teacher Certification is required. Teaching certification in Special Education for Mild/Moderate-Severe/Profound is preferred. Experience working directly with transition age youth/families and school personnel is preferred. The selected individual should be knowledgeable about disability programs and policies to include vocational rehabilitation, special education, career and technical education, career pathways; and should have strong communication, organization, relationship building, leadership, and community consensus-building skills. Travel and ability to work flexible hours required.
