MU TITLE: Business Support Specialist II

LOCATION: Columbia MO

The University of Missouri Extension Business Development Program (BDP) include the Missouri Procurement Technical Assistance Centers (PTAC), Missouri Small Business Development Centers (SBDC), and the Mid-America Trade Adjustment Assistance Center (TAAC). The Business Support Specialist II position is a support position for the BDP.

Missouri PTAC assists businesses - including small, disadvantaged, veteran and women owned firms - obtain federal, state, and local government contracts. Procurement specialists help clients identify opportunities and understand the contracting process, including assisting with SAM registration. This procurement technical assistance center is funded in part through a PTAP cooperative agreement with the Defense Logistics Agency. ( moptac.net )

Mid-America TAAC provides financial assistance to manufacturers affected by import competition. Sponsored by the U.S. Department of Commerce, this cost sharing federal assistance program pays for half the cost of consultants or industry-specific experts for projects that improve a manufacturer's competitiveness. Each program has a state program manager/director and these directors report to the MU Extension BDP Education Director.

This role generates and coordinates reporting data to the program host, works with the Education Director or his or her designee, Program directors and managers to develop budgets and narratives for program proposals and quarterly reporting, trains counselors on how to utilize reporting database Neoserra, coordinates logistics for events, works directly with financial staff on the development and management of budgeting worksheets for the program, reviews and helps manage standard operating procedures and program handbook and works with program and lead center staff to provide overall support and efficient operations.

This position will serve the University of Missouri Extension Business Development Program (BDP) by providing administrative support to the Missouri Procurement Technical Assistance Centers (PTAC), Missouri Small Business Development Center (SBDC), and Mid-America Trade Adjustment Assistant Center (TAAC) programs. Support provided by this position will be allocated 70% to PTAC, 15% SBDC, and 15% TAAC.

ESSENTIAL DUTIES

50% Budget and Fiscal Support: Assists with the development and maintenance of operating budgets within the BDP program. Reconciles and reviews purchases for reasonableness, allowability, and allocability. Works with data manager to pull quarterly, semi-annual, annual reports, and others as needed for required reporting to appropriate agency/grantor and of the BDP programs. Assists with PTAC Income Statements. Responsible for tracking and managing bid match oversight for each center for the PTAC Program.

30% Grant/Contract Support: Assists the Education Director, PTAC Director, and other staff with the development of annual proposals for the sustainment of programs by compiling statistical data, narrative, history, and support the proposal responses submitted to the appropriate agency/grantor. Creates and manages contractual agreements and MOUS to ensure they are completed in a timely manner. Reviews contractual invoices for accuracy prior to reimbursement request.

10% Event Coordination: Coordinates logistics of program events. Reviews and processes related travel expense reports. Initiates and facilitates contractual agreements and MOUs to ensure they are processed in a timely manner. Reviews contractual invoices for accuracy prior to reimbursement request.

10% Serves as backup to BDP team. Provides other duties as assigned by supervisor or BDP leadership.

Salary

Salary commensurate with education and experience.

Salary Range: $15.29 - $20.70/ hour

Shift

Monday through Friday, 8 a.m. to 5 p.m.

Minimum Qualifications

An Associate’s degree or an equivalent combination of education and experience and at least 2 years of experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications

Proficient with Microsoft Office software (especially Excel).

Experience in coordinating, scheduling, quarterly reporting, database management, event management, marketing material and review.

Experience with developing, monitoring, and analyzing budgets and financial statements.

Experience with developing, monitoring and maintaining the social media pages for the MO PTAC program.

Analytical skills and demonstrated organizational skills necessary to multi-task in a fast-paced environment.

Professional and friendly demeanor with a demonstrated ability to work well with a variety of individuals while maintaining confidential information/situations.

Highly proficient with PeopleSoft. Two to three years of experience with University of Missouri clerical and fiscal processes and policies.
