Job Summary:

Under the general supervision of the Assistant Director of Property Control, this position supports the campus-wide policy and procedures associated with capital equipment recognition on the annual financial statements. The Property Control team members are part of the Financial Information Management Group of Business Services. This group works to support the proper accounting and attestation of financially recognized capital equipment values including guidance on capital cost valuations, physical inventories, loans, transfers, audits, dispositions, training, and analytics. The team is responsible for the consistent evaluation and maintenance of the asset management module of UW Madison's financial software in accordance with GAAP, Federal, State and UW System reporting requirements.

Principal duties:

A. Maintain, and strengthen as applicable, internal controls and compliance of UW-Madison capital equipment in accordance with State of Wisconsin, Federal Management Circulars, University of Wisconsin policies and procedures.

1. Maintain a database for all movable capital equipment at UW-Madison.
2. Analyze all posted transactions (purchases or fund transfers) in the capital equipment class codes in order to confirm adherence to policies and enter information into the database. Handle campus-wide conversations on transactions that do not qualify for capitalization.
3. Coordinate proper accounting and record-keeping for disposals of capital equipment, whether through trade-in, sale through the UW Surplus Property Store (SWAP) or scrapping of equipment.
4. Coordinate property transfers to and from the University in compliance with University, State and Federal regulations.
5. Assist in the processes for tracking equipment fabricated from multiple component parts.

B. Prepare and analyze compliance report requirements within the Property Control Office.

1. Use data analysis tools to extract and analyze property control data to provide capital equipment gross value, depreciation, and net book value for various reports both internal and external to UW-Madison campus.

C. Maintain communications with customers of the capital equipment system and other miscellaneous duties.

1. Monitor the property control e-mail box.
2. Maintain a network of Departmental Property Administrators (DPA).
3. Maintain/update and improve property control manuals and property control website.
4. Coordinate training and day-to-day duties of student employees in Property Control.

Responsibilities:

Performs general accounting duties following generally accepted accounting principles and procedures. Prepares financial reports and assists with budgeting. Ensures the accurate recording and reporting of the business unit's financial transactions.
  • 30% Organizes, prepares, and updates basic financial statements, monthly and year-end journal entries, accounts, ledgers, and reports for various financial needs within an automated financial system to ensure accurate recording and reporting of financial transactions
  • 20% Prepares and analyzes financial data, reports and records, identifies discrepancies, investigates, recommends, and implements basic solutions as needed
  • 20% Assists with accounting and reviewing reconciliations, journal entries, schedules, and reports
  • 15% Answers questions and provides accounting related information to internal and external stakeholders according to established policies and procedures
  • 5% Assists in preparing budgets and financial projections
  • 10% Prepares and/or approves financial transactions and payments

Education:

Preferred
Associate's Degree in accounting, finance or related field of business studies preferred

Qualifications:

Preferred:
- Minimum of 2 years professional experience.
- Experience in working with complex automated systems and processes. Knowledge of University, State, Federal and/or Nonfederal rules and regulations. Familiarity with University financial systems such as SFS and WISER.
- Demonstrates extensive detail-orientation skills, research and problem-solving abilities. Highly proficient using Microsoft Excel and Microsoft Desktop environment.
