Job Summary:

Recreation & Wellbeing at the University of Wisconsin-Madison is seeking a dynamic, goal-oriented, and visionary leader within the field of higher education and collegiate recreation. The Chief Business Officer is a full-time employee under the direct supervision of the Director of University Recreation & Wellbeing. The Chief Business Officer is a key decision maker, both in long range financial planning and in the allocation of resources for the organization. This requires close consultation and coordination with the Director and Leadership Team regarding departmental plans to standardize actions across the Division. This position provides leadership to and supervises the Financial Services, Human Resources, and Business Development departments which comprises most major auxiliary units within the Division.

Primary hours will be Monday - Friday 7:45am-4:30pm, with the understanding that some nights and/or weekends will be required.

Responsibilities:

Directs division business operations and is responsible for administrative, financial, and operations management.
  • 20% Serves as the primary business advisor, liaison, and partner to divisional leadership and key stakeholder groups
  • 10% Oversees the implementation of all operational and administrative activities
  • 10% Develops the division's financial strategy including planning, forecasts, budgets, and cash management that focus on attaining and sustaining long-term financial equilibrium in collaboration with university leadership
  • 10% Works with senior administrative and academic leadership to design, establish, and maintain an administrative organizational structure to effectively and efficiently accomplish goals and objectives while appropriately defining duties and mitigating risk
  • 10% Assesses processes, staffing, and systems to identify opportunities for improvement and streamlining on a regular basis
  • 10% Serves as a major point of contact and catalyst for problem resolution. Provides insightful and diplomatic communications
  • 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 20% Manage the overall Rec Well budget, which in FY23 is $17 million.
Tasks:
  • Help to establish long-term Divisional financial planning, goals, targets, and objectives.
  • Supervise and coordinate Rec Well's annual budget preparation process and five-year forecasting and advise leadership in budget development.
  • Analyze and monitor the University required segregated fees, providing revenue projections, allocation proposals, revenue, and expense reports, and evaluates reserves.
  • Writes and coordinates development of fee proposals for approval by the Wisconsin Board of Regents.
  • Develop, compile and present financial statements and supporting schedules for review and approval by various campus partners, advisory boards, and student leaders.
  • Serve as the Divisional point person to coordinate compliance activities for System and Campus directed audits.
  • Provides strategic leadership to the Finance team.
  • Supervision of proper maintenance of general ledger, detailed accounting records in the payroll, accounts payable, inventory, fixed asset, and revenue areas.
  • Design, implement and maintain effective internal controls of receipts and disbursements, accounts receivables, inventory, fixed assets, accounts payable, payroll, etc.
  • Liaisons with the Budget Office and other areas as it relates to Recreation & Wellbeing.
  • Initiates and implements process improvements in the areas of budget, personnel, and financial management. Provides training to departmental budget and finance staff
  • Supervision of the Associate Director of Business Development
  • Lead strategic discussions relative to revenue and divisional growth.
  • Assist in identifying new revenue opportunities and building relationships with prospective campus and community partners.
  • Stay abreast of new data processing resources including new applications, equipment, and modifications to existing systems.
  • Provides strategic leadership to the human resources team.
  • Provide consultation and support regarding employment relations, labor relations, compensation, and classification decisions
  • Ensure recruitment, retention and training programs reflect campus goals for a diverse work force.
  • Evaluate effectiveness of staff training opportunities for student, full and part time staff.
  • Serve as a member of the Leadership Team and share in the direction, administration, and supervision of overall Division.
  • Participates in shared governance and facilitates the Budget & Finance Subcommittee of the Rec Well Advisory Board by working with committee chair to set agendas, facilitate meetings, evaluate policies, and prepare reports.

Education:

Required
Bachelor's Degree
Bachelor's degree in business or related field OR Bachelor's degree (any discipline) with a master's degree in business, higher education, public administration, or related field at the effective date of appointment.

Qualifications:

Five years of progressively responsible leadership and administrative experience in budget management. Candidates should also have a thorough knowledge of accounting principles and procedures, budgets, financial statements, financial accounting systems and demonstrate ability to train and supervise employees effectively. Candidates should have experience and working knowledge of complex human resource systems and business development practices and strategies in a higher education setting. Candidates should be proficient in various software tools for financial management and budgeting.

License/Certification:
