Job Description

Leads and directs Research Administration and operations at the University of Missouri, School of Medicine, Office of the Dean/Office of Research to ensure the effective operations which supports the University’s strategic research mission.

This position reports to the Sr. Associate Dean for Research (with a dotted line to the Chief Administrative Officer).

Leadership

Contribute to the strategic planning process along with Senior Leadership.

Advances the mission of excellence in all sponsored program administration functions, services, and systems.

Defines operational activities that support the strategic plan to advance the research mission, of the MU School of Medicine and MU Health System. To provide for its growth and ensure its stability. Demonstrate a high-level commitment, enthusiasm, integrity and pride that becomes the practice of others.

Establishes a highly functional and effective administrative support systems and teams that encourages dynamic growth and achievement of impactful results.

Selects highly excellent subordinates and ensures their continued development; leads by example with the result that subordinates, and peers are empowered to better achieve their objectives.

Core Functions:

Grants and Contracts Administration : Directs the planning, development, and provision of a full range of pre- and post-award services that facilitate the development, preparation and submission of proposals for extramural funding; and ensures effective, efficient and compliant management of federal, state and private funds, i.e. (Uniform Guidance).

Ensures faculty members are provided with effective and timely support throughout the development, review, submission, award, management, and closeout stages of sponsored programs.

Works closely with faulty and funding agencies to identify opportunities for proposal development, facilitates the formation of proposal teams, and helps identify collaborative research options.

Clinical Research Administration : To support Principal Investigators and research sponsors in the management of clinical research. The CRA operations have will have five main components:
  • Regulatory Management
  • Coverage Analysis
  • Budget Development and Negotiation
  • Contract Review, Negotiation, and Execution
Research Compliance: In partnership with the University Office of Compliance, ensure faculty and staff employees understand and comply with laws, rules, and regulations applicable to their work, preventing and detecting violations of law, regulations, and university policy, and promoting ethical conduct, i.e., Good Clinical Practices (GCP), the Responsible Conduct of Research (RCR)

Oversees the development and implementation of systems and practices, which comply with legal and regulatory requirements to include the development and maintenance of effective data management systems.

Ensures the MU SOM OOR generates timely, accurate reports for the purpose of establishing internal controls, monitoring activity, enabling the strategic planning process and evaluating the progress toward established goals.

Additional duties as may be assigned.

Salary Range: Commensurate with education & experience.

Minimum Qualifications

A Master's degree or an equivalent combination of education and experience and at least 7 years of experience from which comparable knowledge and skills can be acquired is necessary .

Candidates will be screened based on the preferred qualifications.

Preferred Qualifications

Graduate degree and must have 10 years or more of experience and knowledge in related field.

Advanced degree beyond the bachelors is strongly recommended.

Successful experience negotiating and managing contractual research relationships with industry, governmental entities, and other private and public funding sources. Experience with material transfer agreements, legal issues, finance, and technology transfer.

Significant experience in sponsored programs and contracts for an academic health center and/or medical school.

Active involvement in national organizations such as National Council of University Administrators (NCURA), Society oof Research Administrators (SRA), Council on Governmental Relations (COGR), Federal Demonstration Partnership (FDP), and Association of Clinical Research Professionals (ACRP).

Demonstrated success as an administrator, developing and leading an administrative team, building morale and accomplishing objectives.

In-depth knowledge and extensive experience in sponsored programs administration including knowledge of federal and private funding sources, effective compliance with laws and regulations related to research activity, administration of basic and clinical grants, and management of budgets.

Highly developed conceptual and problem-solving skills, the ability to communicate effectively orally and in writing, and the demonstrated capability to work effectively with public and private organizations.

Demonstrated ability to generate accurate budget/financial analysis and develop effective methods for disseminating relevant information on a routine basis to the research community.

Demonstrated ability to work effectively with individuals and groups from culturally diverse backgrounds.

Demonstrated knowledge and understanding of Computerized systems (including PeopleSoft and web-based methods for receiving, processing, submitting and reporting proposals and awards.
