About the Position:
The Office of Registration and Records serves students and the campus community by providing quality service that facilitate enrollment, retention and degree completion, while maintaining accurate academic records for the University. We are also responsible for processing transfer credit, and maintaining articulation agreements with other institutions. Additionally, we register new and continuing students for classes, maintain academic records, prepare transcripts and diplomas, and review petitions for exception to University Policy. We are seeking an exceptional individual to join our team as the Articulation Analyst (Administrative Analyst/Specialist - Exempt I). Under general direction of the Associate Registrar, the Articulation Analyst is the first point of contact for all issues regarding articulation. The Articulation Analyst facilitates the development, maintains, and oversees all college articulation information and transfer credit agreements, including the Intersegmental General Education Transfer Curriculum (IGETC), California State University General Education Breadth (CSU GEB), Associate Degree for Transfer (ADT, or SB 1440) and other state-wide transfer agreement programs. Facilitates faculty-approved articulation agreements and course equivalencies between higher education institutions. Expedites each stage of the articulation process including maintaining official campus records and following up with internal departments for timely responses and decisions. Analyzes and compares CSUF and transfer course descriptions/outlines to determine articulation as appropriate, saving faculty time and facilitating more robust articulation. Assesses the potential impact of curricular changes on other institutions and on students. Accurately enters and manages course and major articulation agreement within Articulation System Stimulating Interinstitutional Student Transfer (ASSIST). Supports outreach efforts of community colleges using ASSIST to demonstrate the smooth transition that can be made from community college to CSUF.

Based on CSU Coded Memoranda and faculty input, assisting with revising CSUF's credit for external exam matrices for Advanced Placement (AP), International Baccalaureate (IB), College-Level Examination Program (CLEP) annually and publish on the Registration and Records webpage. On behalf of Registration and Records manages and implements the operations constituted in articulation, ASSIST. C-ID, and TMC. Evaluates academic records to determine eligibility for graduation and posts degrees to student records. Reads and understands Titan Degree Audit to accurately notify students of incomplete degree requirements. Reviews and recommends for incoming pending GE eligible transfer credits through pending rules into U.Achieve tables. Maintains thorough knowledge of policies, procedures, and applicable laws to disseminate current and accurate articulation information to faculty, campus academic units, advisors counselors, students, and the public. Proactively research and analyze the articulation process on behalf of the campus community and other intersegments institutions; identify issues and make appropriate recommendations. Works with CSUF departments to coordinate workshops with the campus community to discuss course content and curricular matters (as resources permit). Serving as articulation/transfer analyst and resource/consultant to all CSUF faculty, staff, administrators, and students regarding the following laws, rules and regulations, policies and procedures, and information. Coordinates with the Associate Registrar and Titan degree Audit Support Services Unit to ensure accurate entry of articulated course information in the campuses degree audit (U. Achieve) articulation tables. Interacts with the articulation community in the state of California by attending state-wide and regional meetings. Facilitates the development of articulation agreements and transfer resources with other institutions. Represents the department at meetings on and off campus, i.e., IGETC and regional meetings. Works closely with Chancellor's Office staff on projects related to ASSIST, C-ID, General Education (EO), IGETC (Intersegmental General Education transfer Curriculum), Title 5 of California Code of Regulation, and CSU GE 1100 Certification. Other duties as assigned.

Essential Qualifications:
Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus two years of related experience.

Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications:
Three years of progressively responsible experience in Admissions and Records, evaluation, advising, or within an academic department, requiring analysis of complex General Education requirements and development of solutions/rules to address multifaceted issues. A Master's Degree from an accredited four year university/college is preferred. Successful experience in articulation or college student services program that includes working knowledge of articulation and intricacies of curriculum. Experience in the Articulation process with the CCC, UC, and CSU systems and independent colleges and universities. Experience with degree audit performance tools such as DARwin, u.Direct, and u.Achieve. Experience working as transfer credit or admissions/graduation evaluator. Knowledge of CSUF policies and procedures. Understanding of CSU Executive Orders, including policies and procedures pertinent to the General Education curriculum. Ability to use a PC, Microsoft Office, and database student record systems such as PeopleSoft, ASSIST, u.Achieve, and FileNET.
