The Neuroscience Department is seeking a Senior Financial Analyst who performs complex financial analysis and planning to provide management with data and recommendations used to establish financial goals and objectives. This role provides analyses to evaluate, understand, and offer recommendations for critical financial business decisions. Performs financial and planning activities in support of various functions, e.g. budgeting, auditing, and financial planning.

The Sr. Financial Analyst extracts financial data from various accounting and information systems to perform complex statistical, cost and financial analyses of financial reports and data, and prepare subsequent narrative analysis for management. This position has autonomous decision-making authority and frequently interacts with faculty. The Senior Financial Analyst is responsible for overseeing the fiscal functions for two departments- Neuroscience and the Brain Science Institute in accordance with generally accepted accounting principles.

Specific Duties & Responsibilities:

  • Develops, allocates and controls faculty budgets for all types of funds, including federal funds, private contracts, general operating, discretionary accounts, philanthropic gifts, and endowments.
  • Maintains knowledge of applicable cost rates and University and agency regulations to ensure all budgets submitted for the Department are accurate and complete.
  • Participate in the development of annual all funds budget and projections .
  • Regularly monitors and analyzes budget performance and communicates over-expenditures to faculty and administrative staff along with recommendations for improving performance.
  • Administers the expenditure of funds according to sponsoring organization's stipulations and University guidelines.
  • Monitors and approves expenditures throughout the budgetary period.
  • Develops templates as needed to produce financial reports, analyze budget patterns, project expenditures, and prepare budgets.
  • Collects and compiles budget data, completes financial status reports proactively identifies opportunities and challenges.
  • Reviews budget justifications to ensure they relate to budgeted dollars and the planned scientific goals.
  • Serves as liaison among internal and external administrative offices to ensure that required procedures are followed.
  • Provides instruction, answers questions, and makes recommendations relating to budgeting.
  • Verifies document submissions for completeness and compliance with applicable guidelines.
  • Monitors receipt of revenue, develops payment schedules, and conducts monthly reconciliation activities.
  • Meets with faculty monthly to discuss revenue and expenditure on grant budgets and discretionary accounts. Counsels faculty member on spending controls and offers revenue ideas.
  • Utilizes the SAP system to allocate funds to the appropriate budgets; process deposits, check requisitions, non-payroll cost transfers, and invoices.
  • Handles the Audit process by conducting routine quarterly audits on all sponsored budgets to make sure they are in compliance with University and Federal guidelines.
  • Analyzes budget patterns, project expenditures and prepare approved University budget.
  • Analyze financial data to ensure efficient use of resources.
  • Uses various software applications to assemble, manipulate and/or format data and/or reports.
  • Participates in all budget meetings and respond to requests for information and data in an efficient manner.
  • Responsible for overseeing compliance by reviewing, correcting and approving Financial Status Reports and ensuring completion of Effort Reporting procedures.
  • Other duties as assigned.

Minimum Qualifications (Mandatory):

  • Bachelor's Degree in Finance, Accounting; or other related field required.
  • Five years progressively responsible related financial/accounting experience required.
  • Master's in a related field may substitute for experience.
  • Additional experience may substitute for education, to the extent permitted by the JHU Equivalency formula.*

* JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications:

  • An in-depth knowledge of Federal rules and regulations governing grant activity is essential.
  • Advanced knowledge and extensive use of Microsoft Excel required; able to create complex/multifaceted formulas, develop complex workbooks, generate macros, etc.
  • Advanced knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing required.

Starting Salary Range: $59,870 - $82,250 annually (commensurate with experience)
