Class Description

The purpose of this class is to oversee and manage the day to day operation of the Dundalk campus Bursar’s office and insure that the student finance accounts are accurate.

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale .

Minimum Requirements

Bachelor’s Degree, preferably in Finance or a related field and three (3) years of experience in a business setting managing staff, reconciling accounts receivable, general ledger, and collections. Demonstrated proficiency with Microsoft Office. High proficiency in Excel, word processing and online financial management systems required.

Class Specific Essential Duties

  1. Provide leadership and supervision of assigned College division or function.
  2. Develop and implement goals and objectives in coordination with senior management.
  3. Implement strategies related to operation and services.
  4. Evaluate the effectiveness of policies and procedures to ensure consistency.
  5. Supervise, advise, and evaluate assigned staff, as required.
  6. Prepare, analyze and provide reports on miscellaneous subjects, as requested.
  7. Serve as liaison between College departments, vendors, government agencies and/or other external organizations.

Position Specific Essential Duties

  1. Supervise Student Account Representatives and Accounts Receivable Specialists in daily operations, including the collection of student funds, the creation of receivables, and Student Finance projects and implementations.
  2. Adjust and reconcile Statewide/Healthmanpower accounts for state reporting
  3. Coordinate the freshman transition single billing process with four-year institutions and perform detailed reconciliations.
  4. Maintain the online interactive file of accounts including scholarships, grants, loans, waivers, and agency receivables.
  5. Analyze account balances and submit journal entries.
  6. Coordinate refund processes; approve disbursements, request check runs and review federal reports for Title IV students.
  7. Counsel students concerning partial payments and collection agency questions/issues and guide them toward an amicable resolution.
  8. Oversee Bursar banking functions, including daily deposit of receipts and petty cash transactions.
  9. Perform OneCard related maintenance, customer service, communication and reconciliation.

Long-Term Disability

Plan pays 60% of gross monthly salary after 90 consecutive days of absence. Employee pays 100% of premium.

  • Roth 403(b) is a savings feature that is available when you open a 403(b) account. The Roth 403(b) savings feature allows employees to contribute after-tax dollars and then withdraw tax-free dollars from their account upon retirement. The Roth 403(b) savings feature is only offered by the following vendors: TIAA-CREF and VOYA Financial Advisors, Inc. Adjunct Faculty, Part Time Associates and Full Time employees are eligible to save for retirement using the Roth 403(b) savings feature. Employees may contribute traditional pre-tax 403(b) dollars and Roth 403(b) post-tax dollars simultaneously.
