Responsible for the overall management and direction of the Child Development Center program, including program design, staffing, funding, oversight of the day-to-day operations, record-keeping, and monitoring systems. Solely ensures compliance with licensing and funding regulations that pertain to the Center operation interprets complex regulations.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from assigned administrator. Incumbent works within a broad framework of standard procedures and objectives. Incumbent in this classification assigns, coordinates, supervises and evaluates the work of others. Responsibilities and Duties
  1. Develops and implements procedures and systems to provide the highest quality of services for children and families.
  2. Provides guidance and leadership for the Center and staff to ensure a , safe, and developmentally appropriate environment for the children.
  3. Responsible for enrollment, placement of children, certifies the eligibility of children and families, and monitors attendance. Approves all files and contracts.
  4. Responsible for and monitors Center budget, expenditures and revenue.t; makes staffing and program recommendations to ensure the cost effectiveness of the Center. Purchases Center supplies, food and equipment.
  5. Ensures adequate Center staffing; selects, disciplines, and evaluates staff in accordance with District policies and procedures.
  6. Initiates and monitors grants for funding and the annual contract. Completes and submits annual reports and contract renewals..
  7. Establishes the goals and objectives of the Center in coordination with the Child Development Center Parent Advisory Committee and Center staff.
  8. Conducts and facilitates professional development of staff; coordinates and conducts ongoing staff orientations and trainings.
  9. Ensures compliance with federal, state and local laws, rules and regulations that govern childcare centers.
  10. Recruits parents and students for the Center in order to operate the Center at optimum efficiency.
  11. Oversees cleaning and maintenance of building and grounds.
  12. Demonstrates and models teaching and other educational techniques for the Center's staff and volunteers.
  13. Coordinates and conducts parent orientations , parent meetings and parent education workshops.
  14. Coordinates and monitors volunteers and work study students, ensuring criminal records clearances and submission of required paperwork.
  15. Coordinates with the College instructors to place students in the Center, creating/providing a lab environment for students
  16. Works with staff to plan menus to meet both budget and nutritional requirements Orders all food and supplies needed to prepare specific menu items.
  17. Performs other duties as required.
Knowledge of:
  • Theories and practices of early childhood education
  • Child care and development center administration.
  • Principles and practices of management and supervision
  • Budget preparation
  • All state and federal rules and regulations governing the operation of a child development center
  • Licensing and compliance procedures for child development centers.
Ability to:
  • Lead, train and supervise staff.
  • Problem solve and make decisions effectively in many areas including but not limited to staffing, resource allocation, program design, and facilities.
  • Determine and prioritize workload while being flexible to emergent unplanned/emergency situations.
  • Work effectively with families and small children.
  • Work independently, maintain professional boundaries and confidential information.
  • Interpret and administer complex policies and regulations.
  • Work with the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students, parents, and staff.
  • Ability to work efficiently and effectively in a fast-paced environment.
  • Superior verbal, written, and interpersonal skills, including facilitation skills.
  • Computer operations including word processing, spreadsheet, internet and email.
Education and Experience Requirements:
  • Bachelor's degree from an accredited college or university in early childhood education, special education, or a related field; possess a Site Supervisor or Program Director Children's Center Permit and
  • Three (3) years of teaching experience and at least two (2) years of management or supervisory experience in a child development center.
