Title: Vice President for Business and Finance
Position Summary: The overall purpose of this position is to provide leadership in the management and control of Volunteer State Community College's fiscal operations through developing and controlling the operating budget. Additionally, this position supervises a variety of the administrative functions on campus as well as oversight for facility operations.
The mission of the Business and Finance Division is to provide for the prudent management of fiscal and physical resources, to provide a safe and welcoming collegiate atmosphere, to provide for the technological needs of the campus to enhance innovation and learning and to adhere to all federal and state rules and regulations.
Duties and Responsibilities: Responsible for the development and management of the operating budget which includes interaction with the President, Vice President/Deans and Department Heads. Assure that the budget is prepared in compliance with appropriate guidelines and controlled accordingly. Prepare annual financial statements in conformity with Generally Accepted Accounting Principles (GAAP) and as proscribed by the Tennessee Board of Regents, Tennessee Higher Education Commission and the Comptroller of the Treasury for the State of Tennessee. Oversee the preparation of the Capital Maintenance and Capital Outlay requests. Monitor the funding formula attributes that comprise THEC appropriation model and advise the President's Cabinet of the impact on the organization. Supervise department heads and evaluate the operations of Accounting, Student Accounts, Payroll Services, Purchasing and Contracts, Information Technology, Plant Operations, Campus Police, and Grants. Oversee auxiliary operations including Food Services and Campus Bookstore. Reviews departmental internal procedures for compliance with prescribed policy and guidelines issued by the Tennessee Board of Regents and requirements of third parties. Review and evaluate departmental personnel performance and act accordingly. Actively participates as a member of the President's Cabinet. Responsible for approving all purchase requisitions, bids, disbursement request, travel authorizations and contracts. Invest college funds and ensure sufficiency of cash position. Represent Volunteer State Community College by attending meetings both on and off campus. Represent the institution as a member of the National Association of College and University Business Officers and Southern Association of College and University Business or other similarly aligned entities focused on success of higher education business officers. Other duties as assigned.
Required Qualifications: Must possess an MBA, MPA, Master's in Educational Administration or related area and a Bachelor's degree in Accounting, Business or related area. A minimum of three (3) years of experience in business, finance, education, or a related area. A minimum of three (3) years of supervisory experience.
Preferred Qualifications: Achieved certification as a Certified Public Accountant (CPA). A minimum of five (5) years at a senior administrative level in an educational institution.
Knowledge, Skills, Abilities, and Work Characteristics: Must be a willing advocate of the mission of the college. Must have strong leadership, human relations, and communications skills.
Pay Rate: 98,820.00 - 158,120.00 annual salary depending on experience
