The HR Programs and Services unit manages the university's benefits, medical leaves, work-life, HR compliance, learning and development, and recognition programs for all employees. The unit provides HR support services to the campus community through the HR Service Center and is responsible for generating and distributing HR communications to all university employees. The unit develops and maintains HR programs in collaboration with campus stakeholders to support university leadership and institutional priorities.

HR Programs & Services is a unit within Human Resources in the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Our employees perform a wide range of functions including offering essential financial tools and support to the university's many departments, providing key resources to employees, and keeping campus safe, clean, accessible, and beautiful.
Position Summary
The HR Specialist is a member of the Service Center team that provides excellent customer service to the campus and to the University HR staff. The HR Specialist will respond to inquiries regarding the recruitment/employment system and process, procedures, regulations, policies, and programs. The position requires the ability to troubleshoot and assist campus with MyTrack (applicant tracking system) in order to determine the best approach to the solution and when to direct inquiries to others in Human Resources. This position reports to the HR Service Center Manager.

The person in this position will support the administrative needs of the Employee and Labor Relations unit in formulating, determining, and effectuating management policies with respect to collective bargaining, as well as managing HR policies and processes to ensure their adherence to the respective collective bargaining agreements as defined in ORS 243.650. This includes but is not limited to providing assistance with researching, compiling data, and report preparation in response to union proposals during collective bargaining. This position organizes and prepares documents and provides scheduling support for such confidential processes as layoffs, grievance hearings, bargaining strategy preparation, and the preparation of collective bargaining proposals.

This position has been identified as being local, with some flexibility in location, including the option to work at a remote location with frequent commuting to a UO work location in Eugene. All adjusted work arrangements require supervisor and leadership approval.
Minimum Requirements
  • Two years of general administrative office support or an equivalent combination of training and experience.
  • One year of customer service experience.
    Professional Competencies
  • Effectively demonstrate a welcoming, professional and helpful approach to customer service.
  • Ability to use general office equipment including computers and multiline phones.
  • Proficient in the use of computer software, word processing, spreadsheet, document imaging, database, electronic mail, and calendaring software.
  • Excellent interpersonal skills, including the ability to work effectively with individuals and teams from diverse backgrounds and differing perspectives.
  • Commitment to, experience with, and/or ability to work effectively with students, faculty, and staff from a variety of diverse backgrounds in support of a welcoming and inclusive environment.
  • Flexibility to shift directions quickly when priorities change, recommend creative solutions to problems, and deliver against tight deadlines.
  • Ability to understand complex materials and translate them to a variety of employee audiences with accuracy.
  • Strong organizational skills, ability to work successfully with multiple tasks and shifting priorities, both independently as well as in a collaborative team environment.
    Preferred Qualifications
  • One year of experience in a professional office in customer service and reception duties.
  • HR-related experience.
  • Experience with UO and/or HR Information Systems (HRIS).
