Position Overview:

Oversees planning and execution of one or more programs within the organization. Primary focus is the Hyland OnBase software system, configuration and management. Perform configuration, administration, and technical support of software application products. Provide troubleshooting assistance. Will assist the organization in optimizing workflow processes through building applications that are tailored to meet the user's needs. Ensures that all services provided are in compliance with applicable standards and regulations. Contributes to strategic planning, direction, and goal setting for the department or function in collaboration with management. Implements long-term goals and objectives to achieve the successful outcome of the program. Coordinates the delivery of services among the different program activities to increase the effectiveness and efficiency. Identifies the risks associated with the program activities and manages the risks. Typically reports to a Director. The general schedule for this position is 40 hours a week, 8:00 am to 5:00 pm, Monday through Friday; with flexible work schedule available.

Job Level:

Scope & Impact: Develops, configures and modifies moderately complex information systems. Works with system administrators, database administrators, application administrators, software developers, and web administrators in installation/upgrades and maintaining services, as appropriate. Develops, maintains, and understands documentation related to the application and processes created, including but not limited to: upgrades and support. Participates in the development of policies and procedures which govern the applications. Performs daily monitoring of workflows, forms and other processes created by and supported by Operations. Provides logs and status reports to management and addresses issues as appropriate. Creates, executes, and revises approved implementation plans as appropriate to meet changing needs and requirements. Responsible for the provisioning of application access accounts: creates, modifies, and removes user accounts or permissions as required. Responsible for the administration of the application user groups for the purpose of identifying and configuring permissions to achieve defined roles and responsibilities for users. Communicates and fosters professional relationships with clients and departments.

Communication & Interaction : Liaise with the Apps Admin/OIT. Can work closely with system administrators, database administrators, application administrators, software developers, and web administrators. Will work closely with office staff.

Effective Knowledge: Applies advanced skills in planning, development, negotiation, and communication. Incorporates knowledge of trends into planning. Provides expert consultation in planning and problem resolution.

Problem Solving & Judgement : Provides strategic guidance and planning support on the type of initiatives to advance. Identifies opportunities and develops programs and initiatives that will enhance current service offerings. Exercised judgment by considering risk, impact, and implications of various courses of action.

Policy & Procedure Authority: . Represents department with regard to cross-functional policy changes.

Reporting Relationships : Generally reports to a Director.

Supervisory & Team Leadership Responsibilities . Sets clear expectations and holds teams accountable for performance. Establishes shared vision and goals for function.

Qualifications

Qualifications Required:
  • Bachelors degree or equivalent work experience that provides extensive knowledge of computer systems.
  • Experience with Hyland OnBase software systems and Windows environments.
  • Extensive knowledge and compressive understanding of functional area.
  • Appropriate profession accomplishments and credentials.
  • Ability to train users and strong communication skills with technical and non-technical staff.
Qualifications Preferred:
  • OCWA - OnBase Certified Workflow Administrator
  • OCSA - OnBase Certified System Administrator
  • OCFA - OnBase Certified Forms Administrator.
