Job Description

Under the direction of the Vice President/Chief Human Resources Officer (VP-HR/CHRO), the Associate Vice President of Human Resources leads key functional areas of HR including, but not limited to, employee services, benefits, leave management, talent management, classification and compensation, employee relations, performance management, HR operational support, and other HR services. Establishes goals and manages operations for Human Resources to direct program changes and improve effectiveness. Prioritize and manage issues within designated area of responsibility by performing highly skilled and professional human resource management functions. Apply knowledge and expertise to make decisions on complicated issues often requiring proactive intervention. Exercise appropriate authority in the resolution of complex and difficult human resource issues. Develop and maintain effective relationships with a wide diversity of employee constituents, and demonstrate commitment to valuing and respecting diversity, equity, and inclusion. Serve as a key member of the HR leadership structure.

Area Operations - 40%
  • Provide innovative leadership, oversight, problem solving, and guidance in the areas of employee services, benefits, leave management, talent management, classification and compensation, employee relations, performance management, HR operational support, and other HR services. Offer advice, options, and strategies with an awareness of the potential risks to the department and university.
  • Establish and implement short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement in all supervised areas. Evaluate, establish, and maintain an organizational structure and staffing plan to accomplish the University's and unit goals and objectives effectively and efficiently.
  • Tracks HR trends, practices, and federal and state law changes and ensures that the university is compliant with changes.
  • Responsible for designated unit's financial planning and budget control including operating and budget activities. Develop and manage annual budgets for the related units and perform periodic cost and productivity analyses of units supervised.

Strategic Leadership - 15%
  • Assist VP-HR/CHRO in the administration of the functional areas of human resources. Provide input toward the strategic and programmatic leadership. Act as department head in their absence. Assist in developing and implementing the department's strategic initiatives relative to the functional areas of human resources. Research, develop and implement human resource policies and procedures. Represents the VP-HR/CHRO and HR department to key stakeholders, leadership, and committees.

Supervision - 15%
  • Provide leadership, direction, and training for employees within reporting unit. Lead Managers, Assistant Directors, and Directors through coaching and development. Maintains effective leadership culture at all levels. Monitors outputs and outcomes of completed work of others to ensure soundness of approach and effectiveness, and delegates complex tasks to others. Establish performance standards, assess performance, counsel, and evaluate assigned personnel performance.

Compliance - 10%
  • Advise direct reports and university leadership on complex benefits, compensation, and employee relations and services issues. Ensures HR programs have a commitment to EEO/Affirmative Action and ensure an inclusive campus environment. Apply institutional standards, policies, and guidelines. Ensures adherence with internal controls and external requirements. Provide interpretation, information and advice regarding university policies and procedures, ABOR, Arizona Revised Code, FLSA, and other rules and regulations that may impact the University.

Process Improvement - 10%
  • Plan, implement, and evaluate improvements in HR processes and practices. Facilitate cross-functional teams to achieve continuous improvement objectives. Compile and track improvement project data and reports on status. Evaluate the effectiveness of the process improvements and improve the toolset(s) used. Effectively implement strategic business objectives in driving efficiencies and compliance.

Special Projects - 5%
  • Lead and organize special programs and/or projects; monitor programs and/or projects as they relate to departmental goals; collaborate on various problem solving, research, and solution recommendations; research and assist in implementing "best practices" internally and within university; obtain and provide specific information, research various issues, special problems, recommend solutions, and coordinate and assist with policy matters.

Other - 5%
  • Maintain knowledge on current developments and practices in human resources. Assist in resolving a variety of personnel related issues. Perform other duties as assigned.

Minimum Qualifications

  • Master's Degree in Human Resources OR related field. Any combination of relevant education and professional experience may be substituted for the educational requirement on a year-for-year basis.
  • 8 years of Human Resource experience.
  • 5 years management or supervisory experience.

Preferred Qualifications

  • 5+ years leading multiple HR functions.
  • Director level HR experience in college or university OR similar complex institution.
  • Experience leading and coordinating centralized and distributed HR operations.
  • Experience developing and improving institutional wide initiatives, policies, and programs.
  • Experience developing, implementing, and improving HR policies and programs in support of institutional diversity, equity, and inclusion values and goals.
  • Experience working with advisory and constituency groups on behalf of the HR function.

Knowledge, Skills, & Abilities

  • Expert knowledge of HR business functions.
  • Knowledge of industry trends regarding HR functions.
  • Knowledge of federal, state, and local regulations regarding HR functions.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Northern Arizona University has a student population of 29,569, including approximately 21,000 on its main campus in Flagstaff and the remainder at more than 20 locations statewide and online.

Background Information

This position has been identified as a safety/security sensitive position. Therefore, per AZ Revised Statute, Northern Arizona University requires satisfactory results for the following: a criminal background investigation, employment history investigation, degree verification (in some cases) and fingerprinting. Salary range begins at $100,000. Annual salary commensurate with candidate's qualifications and related experience.


This is an Administrator (ADM) position. NAU offers an excellent benefit package including generous health, dental and vision insurance; participation in the Arizona State Retirement System (ASRS) or the Optional Retirement Program (ORP); 22 days of vacation and 10 holidays per year; and tuition reduction for employees and qualified family members. Administrators are hired on a contract basis renewable each year according to terms of the Conditions of Administrative Service. These terms can be found on the Arizona Board of Regents website.
Employees offered a position will be eligible for state health plans (including NAU's BCBS Plan). Employees will have 31 days from date of hire to enroll in benefits, and their benefits will then be effective the first day of the pay period following their completed enrollment. If a new employee chooses the Arizona State Retirement System (ASRS) retirement option, participation in the ASRS Plan (and the long-term disability coverage that accompanies it) will begin on the first of the pay period following 183 days of employment. New employees who choose to participate in the Optional Retirement Plan (ORP; an alternative to the ASRS plan) will begin to participate on the first day of employment. The long-term disability plan that accompanies the ORP will begin on the first day of the pay period following 90 days of employment.
