The Johns Hopkins University Transportation Services Department seeks a Transportation Operations Specialist for its program. The position reports to the Director of Transportation Services and will work in conjunction with the transportation services team. Transportation Services is a department in Johns Hopkins Facilities and Real Estate (JHFRE).

Transportation Services consists of a $15M annual budget providing shuttle services, parking services and other TDM (Transportation Demand Management) supportive programs such as Hop Vans, Zipcar, charter services and event support. The incumbent will need skills in collecting and analyzing data, producing reports, overseeing expenditures and supporting the ongoing operations. The ideal candidate has a broad interest in transportation, sustainability and operations management, with at least 2 years of experience in a comparable industry or consulting. Career path may include promotion to either Parking or Transportation Manager, typically in 3-5 years.

This role will have primary responsibility for collecting, tracking and reporting all monthly, quarterly and annual reports. They will oversee the new carbon-pricing and TCO (total cost of ownership) program for new vehicle purchases, and the current electric/hybrid vehicle grant program. In addition, the new off-campus fuel program will be managed by this individual. The Specialist will be expected to learn the entire transportation services program and contribute both in thought and action to support various events, services and operations. While a majority of the work will be on a typical weekday schedule, there will be times evening and/or weekend work is required.

Specific Duties & Responsibilities:

    Manage all data collection and reporting for Transportation Services department Create high-quality reports for monthly, quarterly and annual reporting of metrics such as:
      Ridership of each service Cost patterns Garage/lot usage Permit sales patterns Quality control / complaint resolution
    Develop and manage the off-campus fuel pump program ($1M spend per year). Implement TCO and carbon-cost calculations for new vehicle purchases. Oversee the electric/hybrid vehicle grant program ($50K). Support JHFRE’s master planning and parking planning studies. Assist in designing future parking areas and shuttle routes/stops. Work a typical weekday schedule, with evening and/or weekend work occasionally required (known in advance). Communicate effectively through emails, memos, websites, presentations and GPS systems to other employees and occasionally customers. Support the evaluation of the effectiveness and cost efficiency of existing services. Analyze opportunities to provide existing and/or improved services at lower cost. Propose and implement changes that improve services to University constituents within budget.

Scope of Responsibility:

    Primarily websites, spreadsheets and presentations supporting the finances and operations of Transportation Services, along with primary responsibility for new TCO, grant and fuel programs.

Minimum Qualifications (Mandatory):

    Bachelor's Degree required. Experience managing independent projects. 2 years progressively responsible experience required. Knowledge of TDM programs preferred. Experience with Transloc fixed route and/or on-demand products preferred. A Master's Degree in a related field may substitute for required experience and additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.* Bachelor's Degree plus 2 years of related experience or 6 years of related experience may be considered in lieu of education.

* JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Certification:

  • Current MD Driver’s License or ability to obtain one is required.

Special Knowledge, Skills & Abilities

    Knowledge of Johns Hopkins University’s campuses and surrounding areas. Knowledge of parking and traffic regulations. The ability to communicate effectively with constituents at all levels within Hopkins. Knowledge of ADA regulations, with respect to private transportation. Strong Excel and Powerpoint skills. Other data analysis and report-writing platforms a plus. Knowledge of GPS tracking systems.

Physical Requirements:

    Ability to remain in a stationary position for extended periods of time. Ability to operate a computer and other equipment on a frequent basis. Ability to frequently communicate with coworkers and staff.
  • Occasionally lifting, carrying objects weighing 40 lbs. or less.
  • Ability to drive vehicles for extended periods of time.
  • Ability to traverse distances up to a mile at a time, on campus, inspecting vehicles, etc.
  • Ability to visually inspect all vehicles and parking equipment.
