Context of the Job:

The Institute for Public Administration (IPA) is a public service and research center in the Joseph R. Biden, Jr. School of Public Policy and Administration at the University of Delaware. IPA addresses the policy, planning and management needs of its partners through the integration of applied research, professional development and the education of tomorrow's leaders. Education services is an area under IPA.

The Policy Specialist II will assist in administering re-occurring contract(s) with the State of Delaware and serve as a researcher and facilitator on various other public service projects. This position will support IPA's commitment to providing research and public service in Delaware and meet the growing demand for education services. The Policy Specialist II will ensure the continuity of professional and timely public service to our partners and clients; including but not limited projects that support the Delaware legislature, local governments, the Delaware Department of Education, and others.

Major Responsibilities:
  • Work is minimally supervised for less complex projects and moderately supervised for more complex projects.
  • Identifies funding opportunities and assists others in pursuing these opportunities.
  • Directs, drives, and contributes to P-12 education research, particularly in the areas of child poverty, early care and education, K-12 education, public education funding, and parent, community, and school engagement.
  • Conducts research, collects and analyzes data, and writes materials that contribute to reports, research briefs, and one-pagers.
  • Works on communications activities such as newsletter development, website management, and social media management.
  • Provides staff support for taskforces and commissions.
  • Designs and delivers workshops and presentations in-person and virtually.
  • Collaborates on programs and activities within IPA, the School, and other University of Delaware programs.
  • Presents at state-wide conferences on topics related to IPA projects.
  • Supervises small project teams consisting of support staff, professionals, graduate research assistants and undergraduate students.

Qualifications:
  • Bachelor's degree with three years of experience or master's degree with one year of experience. Experience with public administration or public policy. Master's degree with experience in Delaware education policy preferred.
  • Excellent written and oral communication skills.
  • Strong organizational skills, attention to detail and ability to work independently.
  • Ability to work flexible hours Monday through Friday.
  • Experience with community organizing and volunteer management.
  • Experience engaging with stakeholders from a variety of backgrounds
  • Experience with graphic design software and email marketing platforms is a plus.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures and backgrounds.

Special Requirements:
  • The position requires the incumbent to drive, travel state-wide to deliver services and carry objects that are 25lbs.
