Senior Director of Finance and Administration, JHFRE

We are seeking a Senior Director of Finance and Administration for Johns Hopkins Facilities and Real Estate (JHFRE) who will be responsible for leading the finance, administrative, and shared services support functions of JHFRE. JHFRE is an organization that covers an extensive variety of university wide activities including design and construction of major and minor capital projects, planning and architecture, real estate, transportation/parking, sustainability, as well as plant and building/grounds operations.

This position will report directly to the Vice President for JH Facilities and Real Estate (JHFRE), with a secondary reporting to the Senior Director of Finance & Administration for University Administration. They are a key member of the leadership team of the office of Vice President of JHFRE, providing overall direction and leadership for financial and business process operations in the following areas: finance, administration, Human Resources, Information Technology, and Data Analytics.

The Senior Director will be responsible for financial planning and analysis required of JHFRE to support and inform strategic decisions for the department and the university as a whole. The finances of JHFRE are complex with a variety of funding sources with various cost drivers from its widespread projects and overall operations. The total operating budget for JHFRE is approximately $80 M annually (over $100M with contract support), and its capital budget is $10-20M, excluding client funded projects.

This position will be the lead for coordinating personnel issues within JHFRE in collaboration with central HR. This includes ensuring HR administration operations are well executed; managing headcount and monitoring efficiencies and financial performance, tracking of vacancy management and recruitment efforts; and overseeing programs and initiatives such as staff composition analysis , onboarding, performance management, engagement, professional development and mandatory training.

The Senior Director will also oversee the Facility System Information Technology support team, which provides system management and coordination with central IT and multiple divisions on enterprise systems including Archibus, PM Web, Maximo, the Geographic Information System Campus Map and enterprise document management system.

This leader will work diligently to significantly improve financial planning, administration, and personnel management of JHFRE, while at the same time lead efforts to improve the efficiency and effectiveness of several aspects of JHFRE operations. This includes the development of critical operational and financial policies, systems and initiatives essential to driving a sustainable business model for the function. They will lead a team of more than 13 direct and indirect reports, with dotted line oversight to the imbedded financial resources in Design and Construction and Real Estate functions.

Specific Duties & Responsibilities:

  • Oversee budgets and financial reporting for JHFRE. This includes oversight and strategic management of the preparation of the monthly financial statements for JHFRE, the annual operating and capital budget and five-year plan for JHFRE, quarterly projections, and annual fiscal year close for JHFRE. Monitor and track multiple sources of revenue including general fund operating resources as well as, philanthropic funds, project fees, service center funds, lease rebates, and other capital funding.
  • Evaluate and enhance JHFRE resource, cost allocation, administrative operations and human resources practices to achieve improved equity, efficiency, transparency, and continuous improvement as well as to fund strategic goals and priorities. Advises the VP for JHFRE on allocation of funding, hiring plans, annual planning activities, and cost management strategies. Evaluate and make recommendations for operational efficiencies across areas of oversight (finance, administration, HR, IT and Data Analytics) and leverage solutions around system management and technology that support overall JHFRE operations.
  • Develop and implement robust analytical tools and dashboards to measure and improve the efficiency and effectiveness of financial performance and other key operational functions. Ensure JHFRE has key metrics of performance available to support operational and strategic decision making.
  • Additionally, the position must oversee the maintenance and continuous enhancement of effective and efficient information and data systems supporting JHFRE operations. This includes ensuring the proper documentation of standards and review of system processing procedures to ensure security, continuity of operations, and quality assurance of output. Identify and authorize necessary system changes/enhancements.
  • Coordinate with central Human Resources to ensure JHFRE implements and models good human capital practices especially in the areas of performance management, engagement, professional development, compensation administration, and talent acquisition. Adapts practices and methods of operations for JHFRE employees that are both union and non-union.
  • Provide leadership and management to JHFRE departmental financial and operational leaders ensuring adherence to all applicable policies, practices and procedures, and consistency across the function. Create and maintain a sound financial environment, which includes good business practices. Ensure that JHFRE successfully implements new and innovative financial analyses and administrative strategies to maximize all resources.
  • Work closely with JHFRE finance staff who process and record financial transactions to ensure timely and accurate financial information, to monitor accounts and resolve problems, to ensure compliance, and to safeguard resources and reduce risks.
  • Forge strong partnerships with staff in JHFRE leadership and the academic divisions/university administration, working together to solve problems and communicate key issues to leadership. Develop both the short-range and long-range capital budgets in coordination with divisional finance staff. Collaborate with central finance on debt service as well as philanthropic funding.
  • Provide analytic capacity in support of strategic initiatives and functional operations, in collaboration with JHFRE and central finance, HR, IT and administrative leadership.
  • Develop effective and clear presentations and communications to senior leaders.
  • Ensure appropriate levels of administrative support is allocated across the function.
  • Support the development and implementation of allocation methods in cost-sharing agreements with Johns Hopkins Health System related to shared service centers and other inter-entity allocations related to central administrative functions such as transportation and real estate.
  • Lead and manage the JHFRE finance and administration team (13 direct and indirect staff), as well as dotted line finance staff imbedded in the design and construction and real estate verticals. Ensure adequate staffing, set direction, conduct annual reviews of performance, and provide day-to-day supervision/guidance.
  • Sponsors and supports initiatives and efforts to attract and retain excellent staff, and develop and maintain effective and responsive administrative operations throughout the function.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree required. Master’s Degree in Finance, Accounting, or a related field strongly preferred.
  • 10 years progressively responsible related finance and administrative experience, preferably in a large, complex and decentralized organization.
