POSITION SUMMARY
The Instructional Coordinator is responsible for strategic growth, resource development, and day-to-day management of program operations within Adult Education & Literacy. This position is charged with the responsibilities of providing high quality education and support services that meet or exceed state, federal and program performance benchmarks and provide continuing/post-secondary education opportunities to a widely diverse student population. This position is grant-funded.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1. Provide instructional leadership, working with and across programs, teams, and functions; identify and recommend activities/areas to address as components of a continuous quality improvement model/plan.
2. Evaluate, supervise, monitor, and mentor adult education instructors. Provide ongoing feedback and resources to ensure instructional quality.
3. Administer and interpret a variety of assessment instruments; utilize assessment results to counsel students, place students in appropriate classes/programs, and/or to develop individual education plans for student and instructor guidance. Administer and interpret special needs assessments; utilize assessment results to provide appropriate accommodations according to ADA guidelines.
4. Work closely with Workforce Education data staff to monitor students and outcomes; follow-up with instructors, students, and others as needed to meet outcome benchmarks.
5. Maintenance of Data and Information System Illinois (DAISI) system including but not limited to enrollment, demographic information, staff, and state/federal information.
6. Supervise temporary testing clerks.
7. Develop new and update present/current curricula to address local, state, and federal core competencies and benchmarks. Identify, review, select, and provide appropriate books, materials, and instructional resources to complement the curricula.
8. Cultivate and maintain partnerships with school districts, administrators, and community stakeholders to increase enrollment, expand site offerings, and build awareness of ESL program.
9. Ensure DAISI database is accurate and up to date by regularly conducting data verification
10. Extract report to remain accurate and in compliance with grant requirements.
11. Develop standard biweekly and monthly reports including but not limited to enrollment, retention, show rates for assessment testing, and measurable skill gains.
12. Identify, recommend, and schedule instructional staff for appropriate professional development and training; provide in-house staff development activities as appropriate.
13. Provide regular reports to the Director of all components and activities of instructional programs. Provide recommendations for corrective action, program improvements or enhancements to ensure meeting student and funding source needs/requirements.
14. Perform other duties as assigned.

MINIMUM QUALIFICATIONS
1. Bachelor’s Degree in Education, or a related field.
2. Experience with traditional as well as non-traditional students, and/or experience teaching/tutoring multi-level classes in various subject areas.
3. Two (2) years of supervisory experience, providing feedback and improving instructional outcomes.
4. Excellent written, oral, and interpersonal communication skills, and ability and willingness to work cooperatively with a diverse population.
5. Experience developing, updating, and implementing curricula and instructional program development.
6. Proficiency with MS Windows and Office.
7. Experience in assessment, interpretation, evaluation, and student placement.
8. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.

PREFERRED QUALIFICATIONS
1. Master’s Degree or Certificate in Education, or related field.
2. Teaching, counseling/advisement experience at college level.
3. Ability to calculate figures and amounts such as interest, percentages, average scores and formulate complex mathematical concepts such as probability and statistical inference.
4. Minimum of two (2) years teaching experience in ESL.
5. Knowledge of and experience administering CASAS/TABE assessment.
6. Experience utilizing educational technology in the classroom.
7. English and Spanish verbal and written communication proficiency.
8. Demonstrated multicultural competence.

PHYSICAL DEMANDS
1. Normal office physical demands.
2. Ability to travel between campus locations and to and from community events.
3. Ability to travel in state.

WORKING CONDITIONS
1. Duties are performed indoors in the usual office and/or classroom environment.
